They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.

The Congress addressed the problem of the conflict between land-users and the degradation of this valuable resource. Some 40% of the Earth's land surface is and or alpine and therefore unsuitable for agricultural cultivation. Collectively, these lands are known as rangelands and in their natural state they constitute a habitat for grazing animals, both domestic and wild. Despite their low productivity, rangelands have been used for thousands of years as a source of food and fibre, but other uses such as mining, tourism, recreation and conservation are exerting increasing demands. The result is often conflict between land-users and degradation of the resource.

At the same time, rural peoples are defying their exclusion by forging new economic and political possibilities. In southern Morocco, the vibrancy of rural life was sustained by creative and often contested efforts to sustain communal governance, especially of land, as a basis for agrarian livelihoods and a changing wage labor economy. An Elusive Common follows these diverse strategies ethnographically to show how land became a site for conflicts over community, political authority, and social hierarchy. Rignall makes the provocative argument that land enclosures can be an essential part of communal governance and the fight for autonomy against intrusive state power and historical inequalities.

It particularly focuses on intensifying litigation in national courts, the SADC Tribunal, and more recently the Washington based International Centre for the Settlement of Investment Disputes (ICSID) regarding counter claims to title to property. The book examines cultural, economic and political drivers at the core of SADC land issues, focusing on their significance and potential to contribute to the discovery of a new, sustainable land relations policy that guarantees social justice in the distribution of all the advantages and disadvantages relating to the allocation and use of land. Given that much of it is water-stressed, appropriate and sustainable land and water management practices are vital to achieving this objective. Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.
