Building a Co-operative Community in Public Housing follows the journey of a Toronto public housing complex as it was converted into a resident-operated co-operative, a first in Canada. Jorge Sousa traces the story of Alexandra Park, which became the Atkinson Housing Co-operative in 2003 after a ten-year conversion process. Sousa, who himself was raised in the community, provides an empirical account of the contributing factors that influenced its decision to pursue community-based control, as well as the experiences of both residents and government officials engaged in this process. Finally, Building a Co-operative Community in Public Housing offers a framework for other communities facing similar circumstances who want to learn how to go about undertaking this process. The chapters in this book cover diverse national contexts and policy backgrounds, and represent the perspectives of many key stakeholders, including national and local governments, services and NGOs, developers and, most importantly, residents. Chapters present diverse case studies from Europe, the Middle East, Africa, India, Australia, and the United States and discuss projects that range in scale from small housing initiatives to neighborhoods and to whole districts. They focus on diverse experiences of social mix: between university students and young professionals and low-income social housing tenants, between older, low-income residents and younger, middle-class residents, between diverse ethnic and social class groups sharing a neighborhood, and between private and public housing residents. Chapters also vary on the tools used to create social mix, from local non-for-profit initiatives, a national policy intervention, and urban policies that aim to enhance social mix. Lastly, the book shows the range of analytical tools researchers have used to understand the diverse appearances of social mix, its underlying goals, and its consequent outcomes. Building inexpensively is impossible, they say, because there are too many regulations. Required environmental impact statements and habitat protection laws, they contend, drive up the costs of construction. But is this actually true? In a comprehensive study of the question, the authors of this eye-opening book separate fact from myth. With admirable clarity, they describe the policy debate from its beginning, review the economic theory, trace the evolution of development regulation, and summarize the major research on the topic. In addition, they offer their own research, accompanied by a case study of two strikingly different Washington, D.C., suburbs. They also include results of focus groups conducted in Dallas, Denver, and Tucson. The authors find that environmental regulatory costs—as a share of total costs and processes—are about the same now as they were thirty years ago, even though there are far more regulations today. They find, too, that environmental regulations may actually create benefits that could improve the value of housing. Although they conclude that regulations do not appear to drive up housing costs more now than in the past, they do offer recommendations of ways in which the processes associated with regulations—including review procedures—could be improved and could result in cost savings.
