Book excerpt: On March 24, 1999, NATO initiated Operation Allied Force as a means to compel Slobodan Milosevic to cease ethnic cleansing in Kosovo and to pull Serbian forces out of the disputed province. Although initially expected to last a few days, the operation did not conclude until June 10, 1999-78 days later-when Milosevic agreed to NATO's terms. Operation Allied Force marked a water- shed in the Alliance's history and a significant departure from NATO's exclusive Cold-War focus on the defense of its members' borders. As demonstrated in the Kosovo campaign, the Alliance's new missions can involve crisis response and crisis management throughout Europe, including countries outside the NATO treaty area. In Operation Allied Force, the Alliance showed itself capable of acting when challenged even in circumstances where the territorial integrity and sovereignty of NATO's members was not directly affected.

Book excerpt: The relative roles of U.S. ground and air power have shifted since the end of the Cold War. At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post-Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. This executive summary contains an abbreviated discussion of four of the cases examined: Iraq (1991), Kosovo (1999), Afghanistan (2001), and Iraq (2003). It also incorporates modest changes from the larger monograph, based on suggestions made to the author since its publication.

Book excerpt: Since 1997, the RAND Corporation has studied options for configuring a future Agile Combat Support (ACS) system that would enable the goals of the Air and Space Expeditionary Force (AEF) to be achieved. Operation Enduring Freedom (OEF), in Afghanistan, offered an opportunity to examine the implementation of new ACS concepts in a contingency environment. In 2000, RAND Project AIR FORCE helped evaluate combat support lessons from Joint Task Force Noble Anvil (JTF NA), the U.S. component of Operation Allied Force (OAF), in Serbia. Some of the concepts and lessons learned from JTF NA were implemented in supporting OEF. Supporting Air and Space Expeditionary Forces: Lessons from Operation Enduring Freedom presents an analysis of combat support experiences associated with Operation Enduring Freedom and compares these experiences with those associated with Operation Allied Force. The analysis presented an opportunity to compare findings and implications from JTF NA and OEF. Specifically, the objectives of the analysis were to indicate the performance of combat support in OEF, examine how ACS concepts were implemented in OEF, and compare JTF NA and OEF experiences to determine similarities and applicability of lessons across experiences and to determine whether some experiences are unique to particular scenarios.

This report, a dispassionate assessment of Operation Allied Force, provides perspectives from both sides of the Atlantic as well as political and military implications. The campaign highlighted the growing gap between U.S. military capabilities and those of Europe, the potential consequences of joining a limited-objective operation that expands to undesirable proportions and duration, the absence of consensus both within the U.S. military and the Alliance on the best use of air power, the vulnerabilities of a multimember military coalition engaged in an essentially humanitarian operation facing an adversary fighting for its survival, and the limitations inherent in a fight-and-negotiate strategy that left an unrepentant adversary in power. The report concludes that the European allies can expect continued emphasis on the Defense Capabilities Initiative, a U.S. plan adopted by NATO that stresses the need for all NATO forces to be interoperable, deployable, and sustainable. Furthermore, the Europeans must reverse recent trends of defense reductions and invest more in order to realize major improvements in defense capabilities.

Since U.S. leaders will undoubtedly seek to apply the lessons of Kosovo to future conflicts, it is important that the motivations and calculations underlying Milosevic's decision be understood. Two questions in particular require resolution. First, why did Milosevic refuse to settle the conflict earlier-say after a few days of bombing-as many allied leaders initially expected he would? Second, why didn't he attempt to hold out even longer, as most NATO leaders eventually feared he would? Drawing upon the testimony of Milosevic and other Serb and foreign officials who directly interacted with the Yugoslav president, Stephen T. Hosmer in a new RAND book (The Conflict Over Kosovo: Why Milosevic Decided to Settle When He Did) weighs and analyzes the various factors and pressures that appear to have most heavily shaped Milosevic's decisionmaking. The analysis offers insights into the capabilities that the United States and its allies will need for future coercive operations.

Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

Operation Allied Force was initially designed to last only a few days, long enough to convince Slobodan Milosevic to stop the ethnic cleansing in Kosovo and to pull his forces out of the disputed province. Instead of immediately complying with NATO's demands, Milosevic chose to escalate the violence against the Kosovar Albanians, perhaps hoping that the Alliance's consensus for action would shatter after a few days of bombing. The allies did disagree about many aspects of the operation, ranging from target selection to altitude restrictions and the possible use of ground troops. Despite these disagreements, the allies agreed that NATO's credibility was at stake and that they could not let Milosevic continue his escalated campaign of violence. NATO therefore found itself drawn into a major operation that lasted 78 days and involved more than 38,000 sorties. Alter Operation Allied Force ended, individual allies strove to identify the lessons learned in Kosovo and to understand the implications for future operations. The operation highlighted a number of issues for the allies to address, such as using force to achieve humanitarian goals and how to improve military capabilities in a fiscally con- strained environment.
