Book excerpt: This book examines the politics of rural development with special reference to watershed development interventions in the desert province of Rajasthan in India. Watershed development (and rainwater harvesting) is one of the most significant rural development interventions in rainfed areas of India since the early 1990s. A range of developmental actors including the state watershed department, international donors, NGOs and grassroots organisations are involved in sponsoring watershed development projects. Using multi-sited ethnography and conversational interviews with the deliverers as well as recipients of development, the book compares and contrasts the watershed interventions of the state and two different kinds of NGOs in Rajasthan. While conventional studies on watershed development have focused on the evaluation of ‘success’ or ‘failure’ of particular projects, whether implemented by the state or NGOs, the book moves beyond this narrow analytical gaze to look at the roles, agendas and interests of multiple development agencies, often partnering together and sometimes competing with each other as part of, what the author calls, the ‘watershed development regime’. Taking cue from watershed development and water conservation projects over the last two decades, the book engages with the larger question of ‘how’ of delivering development. It examines the complex processes of cooperation, competition, negotiations, contestations and conflicts between different stakeholders, including the agents of development and differently positioned rural social groups in the context of Rajasthan. The book demonstrates that the recent interventions in watershed development and rainwater harvesting have considerably shaped the politics of development in Rajasthan in a number of ways: by becoming a site for the remaking of the ‘state’ and its internal relations, by disturbing the local hegemony in the countryside, by creating new relations of patronage between diverse agents and recipients of development, by increasing the associational capacity as well as creating new conflicts (intra and inter village) and by initiating competition and cooperation between the various agents of development over control of local resources and power.

This book argues that adopting a water justice framework is essential to ensure equitable and sustainable access to and regulation of groundwater by balancing anthropogenic and ecological water needs. The inherent inequity resulting from property rights-controlled groundwater access gets widened by the social, political, and economic factors determining the subsidy beneficiaries. Adopting a socio-legal approach, this book draws on two contrasting case studies in India: Kerala, a water-secure state, and Rajasthan, an arid state. Arguing for a shift to a new paradigm in water governance, it critically examines the feasibility of the public trust doctrine and rights of nature discourse to analyse the best suitable regulatory framework that can balance the human right to water and ecological sustainability in groundwater resources. It demonstrates the feasibility of adopting various environmental law principles that balance human rights to water and nature. It argues that the hitherto highlighted public trust doctrine cannot address these inequities due to its anthropogenic bias and property rights link. This book examines the applicability of the rights of nature discourse instead of these property rights-based regulations to incorporate and mainstream the concerns of aquifer protection in water governance. This book shall be of great interest to students, scholars, and practitioners of water law and policy, environmental law, water and social justice, development studies, and political ecology.

Unlike several publications on the Thar, the current effort attempts a comprehensive, pragmatic and off-beat analysis of various developments and goes further to show how the situation today is a blend of both resource degradation and economic development. Recent studies have helped rebuild the past climate history that shows that the climate has been fluctuating during the geological history but reports suggest also that current anthropogenic global warming makes the desert more vulnerable in near future. An attempt has been made also to peep into the future of the Thar.

Beset by droughts and food shortages in recent years, it is the home of the Sahariyas, former bonded laborers, officially classified as Rajasthan’s only “primitive tribe.” From afar, we might consider this the bleakest of the bleak, but in Poverty and the Quest for Life, Bhrigupati Singh asks us to reconsider just what quality of life means. He shows how the Sahariyas conceive of aspiration, advancement, and vitality in both material and spiritual terms, and how such bridging can engender new possibilities of life. Singh organizes his study around two themes: power and ethics, through which he explores a complex terrain of material and spiritual forces. Authority remains contested, whether in divine or human forms; the state is both despised and desired; high and low castes negotiate new ways of living together, in conflict but also cooperation; new gods move across rival social groups; animals and plants leave their tracks on human subjectivity and religiosity; and the potential for vitality persists even as natural resources steadily disappear. Studying this milieu, Singh offers new ways of thinking beyond the religion-secularism and nature-culture dichotomies, juxtaposing questions about quality of life with political theologies of sovereignty, neighborliness, and ethics, in the process painting a rich portrait of perseverance and fragility in contemporary rural India.

This book investigates the everyday practices through which citizens of the world's largest democracy make claims on the state, asking whether, how, and why they engage public officials in the pursuit of social welfare. Drawing on extensive fieldwork in rural India, Kruks-Wisner demonstrates that claim-making is possible in settings (poor and remote) and among people (the lower classes and castes) where much democratic theory would be unlikely to predict it. Examining the conditions that foster and inhibit citizen action, she finds that greater social and spatial exposure - made possible when individuals traverse boundaries of caste, neighborhood, or village - builds citizens' political knowledge, expectations, and linkages to the state, and is associated with higher levels and broader repertoires of claim-making.
