Book Road and Rail Freight Infrastructure Pricing

Available in PDF, EPUB and Kindle. Book excerpt: The Productivity Commission's inquiry report into the 'Road and Rail Freight Infrastructure Pricing', was tabled in Parliament in April 2007. The Commission had been asked to inquiry into the costs of freight transport infrastructure on major road and rail networks and options for transport pricing reform. The inquiry would assist COAG to implement efficient pricing of road and rail freight infrastructure to maximise freight transport efficiency and net benefits for the community. Although the Commission concluded that heavy trucks, in aggregate, had been paying their way under the PAYGO system, and that competitive distortions between road and rail were limited, it also found that pricing and regulatory arrangements hampered the efficient provision and productive use of both road and rail infrastructure. The main efficiency losses with current road charging arrangements derive from the averaging of costs and charges under PAYGO, and the disconnect between road revenue and spending decisions. The Commission proposed a sequential approach to reform to be overseen by COAG, this involves: improvements to the PAYGO system, coupled with regulatory reform and improved investment decision-making processes; then incremental pricing for trucks currently excluded from parts of the network, and institutional reforms, before moving to introduce wider location-based pricing. The Commission stressed that each step should be preceded by detailed examination of costs, benefits and distributional impacts, and identification of appropriate adjustment mechanisms. For rail, the Commission recommended a range of reforms to overcome the legacy of a century of inconsistent state based regulation. It also concluded that there was scope to moderate rail access regulation and that corporatisation principles should be more strictly applied.

Book Privatization and Regulation of Transport Infrastructure

Download or read book Privatization and Regulation of Transport Infrastructure written by Antonio Estache and published by World Bank Publications. This book was released on 2000-01-01 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1990s saw an increase in the liberalisation of transport policies and a strengthening of the role of private operators and investors in transport infrastructure worldwide. The search for sustained improvement in efficiency is probably secondary to the need to find additional financing, but it is improvement in services that is at the core of the new role of the government in transport. Governments must now become fair economic regulators of many of the privately operated transport services and infrastructures. This book examines the major challenges that governments are likely to face in taking on their new role in transport.

Book Shared Use of Railroad Infrastructure with Noncompliant Public Transit Rail Vehicles

Download or read book Shared Use of Railroad Infrastructure with Noncompliant Public Transit Rail Vehicles written by and published by Transportation Research Board. This book was released on 2009 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, highway and urban congestion have garnered the attention of commuters as well as government entities. Facility joint-use, by expanding public transit using existing rail corridors, is one approach to solving the constellation of problems occurring as offshoots of congestion. The potential and feasibility of shared use of rail corridors, between light rail vehicles (associated with public transit) and freight railroads, to function compatibly are still being investigated, even as current "near shared-track" operations are evolving.

Book An Introduction to Efficiency and Productivity Analysis

Download or read book An Introduction to Efficiency and Productivity Analysis written by Timothy J. Coelli and published by Springer. This book was released on 1997-11-30 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: An Introduction to Efficiency and Productivity Analysis is designed as a primer for anyone seeking an authoritative introduction to efficiency and productivity analysis. It is a systematic treatment of four relatively new methodologies in Efficiency/Production Analysis: (a) Least-Squares Econometric Production Models, (b) Total Factor Productivity (TFP) Indices, (c) Data Envelopment Analysis (DEA), and (d) Stochastic Frontiers. Each method is discussed thoroughly. First, the basic elements of each method are discussed using models to illustrate the method's fundamentals, and, second, the discussion is expanded to treat the extensions and varieties of each method's uses. Finally, one or more case studies are provided as a full illustration of how each methodology can be used. In addition, all four methodologies will be linked in the book's presentation by examining the advantages and disadvantages of each method and the problems to which each method can be most suitably applied. The book offers the first unified text presentation of methods that will be of use to students, researchers and practitioners who work in the growing area of Efficiency/Productivity Analysis. The book also provides detailed advice on computer programs which can be used to calculate the various measures. This involves a number of presentations of computer instructions and output listings for the SHAZAM, TFPIP, DEAP and FRONTIER computer programs.
