Book excerpt: Excerpt from Radio Spectrum Conservation: A Program of Conservation Based on Present Uses and Future Needs The subject of this volume is one of far-reaching importance to society at large. Since its inception radio communication has been plagued by a shortage of space for ever-increasing numbers of stations and new services, from ship-to-shore "wireless" in 1902 to television in 1952. As new regions of the radio spectrum have been explored and opened to practical operations, commerce and industry have found more than enough new uses to crowd them. As a result it has become increasingly clear that the spectrum is a public domain which must be conserved as carefully as if it were farm land, forest preserves, water power, or mineral wealth. The job of conservation has been complicated by the fact that wise administration by government, while essential, is not sufficient. Radio obeys the laws of nature, and its administration must proceed within the confines of scientific knowledge and procedures, some of which, such as the equations governing the propagation of radio waves over and above the earth, are as complicated as any that science has to offer. Add to this the fact that radio transmissions, in one form or another, affect the life of nearly every inhabitant of the globe. Radio is essential to the safety of sea and air travel, carries a substantial portion of all information across international borders, makes the difference between winning a war or losing it, gives entertainment and, it is to be hoped, education to half the population of the world.
