Book excerpt: Latin American democracies of the sixties and seventies, most theories hold, collapsed because they had become incompatible with the structural requirements of capitalist development. In this groundbreaking application of game theory to political phenomena, Youssef Cohen argues that structural conditions in Latin American countries did not necessarily preclude the implementation of social and economic reforms within a democratic framework. Focusing on the experiences of Chile and Brazil, Cohen argues that what thwarted democratic reforms in Latin America was a classic case of prisoner's dilemma. Moderates on the left and the right knew the benefits of coming to a mutual agreement on socio-economic reforms. Yet each feared that, if it cooperated, the other side could gain by colluding with the radicals. Unwilling to take this risk, moderate groups in both countries splintered and joined the extremists. The resulting disorder opened the way for military control. Cohen further argues that, in general, structural explanations of political phenomena are inherently flawed; they incorrectly assume that beliefs, preferences, and actions are caused by social, political, and economic structures. One cannot explain political outcomes, Cohen argues, without treating beliefs and preferences as partly independent from structures, and as having a causal force in their own right.

Beckel provides a nuanced assessment of the distinctive coalitions built by black and white Republicans, as they sought to outmaneuver the Democratic Party. She demonstrates how the dynamic political conditions in the state from 1850 to 1900 led reformers of both races to force their traditional society toward a more radical agenda. By examining the evolution of anti-elitist politics and organized labor in North Carolina, Beckel brings a new understanding to party factionalism of the 1870s and 1880s. As racial conditions deteriorated across America in the 1890s, North Carolina Republicans forged a fragile coalition with Populists. While this interracial pro-democracy movement proved triumphant by 1894, it carried the seeds of its ultimate destruction.

Ross McCormack explores the constituencies, ideologies, and development of early reformist, syndicalist, and socialist organizations from the 1880s up to the Winnipeg General Strike in 1919. He distinguishes three types of radicals - reformers, rebels, and revolutionaries - who competed with each other to fashion a gneral western constituency. The reformers wanted to change society for the betterment of the workers, but both their aims and methods were moderate, essentially transfering the philosophy and tactics of the British labour movement to the Canadian west. The rebels, militant industrial unionists, periodically battled the Trades and Labour Congress in order to establish unions strong enough to defet the employers and, if necessary, the state. The book describes the origins of radicalism, traces the histories of the various organizations that expressed its ideals, and discusses the impact of the First World War on the labour movement. Using previously unexplored sources, McCormack has produced the first comprehensive examination of the early history of the radical movement in western Canada, adding an important dimension to our knowledge and understanding of Canadian labour history.

Anneke first became a well-known feminist and democrat in Prussia, earning notoriety for divorcing her first husband and fighting in the German Revolutions of 1848–1849. After moving to the United States, she became a noted proponent of woman suffrage, working with Elizabeth Cady Stanton and Susan B. Anthony. Like many other refugees of the German revolutions, Anneke was deeply involved in the Civil War. Radical Relationships focuses on the years 1859–1865, which encompassed not only the war but also Anneke’s intense romantic friendship with Yankee abolitionist Mary Booth. Over the course of seven years, Anneke supported Mary through her husband’s trial for rape. When Sherman Booth was later imprisoned for his abolitionist activity, Anneke conspired to spring him from jail. The two women then moved with three of their children to Zürich, Switzerland, where they collaborated on antislavery fiction and mixed with leading European radicals such as Ferdinand Lassalle. From Europe, they followed the fate of German-born soldiers in the Union army, including Anneke’s husband, Fritz, and his court martial. Throughout her career, Anneke’s intimate relationships informed her politics and sustained her activism. Her correspondence with Fritz and Mary Booth provides fresh perspectives on the transnational dimensions of the Civil War and gender and sexuality.
