The region has witnessed and continued to encounter violence for achieving political objectives from above and from below. Violence is perpetrated by the state, by non-state actors, and used by the citizens as a form of resistance. Ethnic insurgency, religion-inspired extremism, and ideology-driven hostility are examples of violent acts that have emerged as challenges to the states which have responded with violence in the form of civil war and through violations of human rights disregarding international norms. This book explores various dimensions of political violence in South Asia, namely in Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Each chapter either speaks to an important aspect of the political violence or provides an overall picture of the nature and scope of political violence in the respective country. Political violence is understood in the larger sense of political, that is, above and beyond institutions, and also as an integral part of social relationships where social norms and the role of individual agency play seminal roles. The contributions in this book incorporate both institutional and non-institutional dimensions of political violence. Exploring how everyday life in South Asian states and societies is transformed by the engagement with violence through direct and indirect methods, this book adopts an interdisciplinary framework; diverse methods are employed – from ethnographic readings to more macro level analyses. The phenomenon is explored from historical, sociological, and political perspectives. Finally, this study also shows that it would be far too simplistic to say that radicalization is caused by the absence of democracy."

Book excerpt: Since the 1970s, there have been three challenges to traditional, homogeneous "national" identities across the Western world: political and socioeconomic inequality; neoliberal globalization; and more diverse, multicultural societies. As in the US and elsewhere in Western Europe, the decline of an old, masculinized national identity has now begun to open a new, dark era for Britain. Ever since the "war on terror" was added to the mix, "others" in Britain have been brutally demonized. Muslims, routinely presented as the source of society's ills, are subjected to both symbolic and actual violence. Deep-seated and structurally racialized norms amplify the isolation and alienation impeding Muslim integration. Both these "left-behind" Muslims and white-British groups who perceive themselves as the true nation are under pressure from ongoing geopolitical concerns in the Muslim world, as well as widening divisions at home. Tahir Abbas argues that, in this context, the symbiotic intersections between Islamophobia and radicalization intensify and expand. His book is a warning of the world that results: a rise in hate crime, the institutionalization of Islamophobia, and the normalization of war and conflict.

Book excerpt: Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014-2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia. Yet several factors indicate that such an ominous foreign fighter return may not materialize. Among these factors are that a majority of Central Asians fighting for ISIL and the al-Nusra Front in Syria and Iraq are recruited while working abroad in Russia, often from low-wage jobs under poor conditions making the recruits ripe for radicalization. In addition, many of those heading for jihad in Syria and the Levant expect that they are on a "one way journey," some to martyrdom but most for a completely new life, and do not plan a return. Most Central Asian states face their greatest risk of domestic instability and violent extremism as a reaction to political repression and counterterrorism (CT) policies that counterproductively conflate political opposition and the open practice of Islam with a domestic jihadist threat. If improperly calibrated, greater U.S. CT assistance to address foreign fighter returns may strengthen illiberal regime short-term focus on political power consolidation, overplay the limited risks of foreign fighter returns, and increase the risks of domestic unrest and future instability. The United States has few means to pressure Central Asian regimes into policies that address the main drivers of domestic radicalization, such as political inclusion and religious freedom. Although an imperfect instrument, U.S. security assistance-and the specific subset of CT assistance-is a significant lever. U.S. CT assistance for Central Asia should eschew additional general lethal assistance and instead scope security attention toward border security intelligence and physical capacity enhancements. This CT aid should be paired with important, complementary socioeconomic programs that help with countering violent extremism, including greater religious and political openness along with support for the Central Asian diaspora.

Book excerpt: The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.
