Book excerpt: In response to a request from Congress, the Nuclear Regulatory Commission and the Department of Homeland Security sponsored a National Academies study to assess the safety and security risks of spent nuclear fuel stored in cooling pools and dry casks at commercial nuclear power plants. The information provided in this book examines the risks of terrorist attacks using these materials for a radiological dispersal device. Safety and Security of Commercial Spent Nuclear Fuel is an unclassified public summary of a more detailed classified book. The book finds that successful terrorist attacks on spent fuel pools, though difficult, are possible. A propagating fire in a pool could release large amounts of radioactive material, but rearranging spent fuel in the pool during storage and providing emergency water spray systems would reduce the likelihood of a propagating fire even under severe damage conditions. The book suggests that additional studies are needed to better understand these risks. Although dry casks have advantages over cooling pools, pools are necessary at all operating nuclear power plants to store at least the recently discharged fuel. The book explains it would be difficult for terrorists to steal enough spent fuel to construct a significant radiological dispersal device.

Book excerpt: This new report from the National Research Council (TM)s Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.

Book excerpt: Under the Nuclear Waste Policy Act of 1982, as amended, the U.S. Department of Energy is responsible for managing the disposal of spent nuclear fuel from civilian nuclear power plants. Deployment of a multipurpose canister (MPC) system for dry storage of commercial spent nuclear fuel at reactor sites was determined to be an option for managing spent nuclear fuel until either a permanent repository or interim central storage facility (commonly called a Monitored Retrievable Storage Facility, or MRS) becomes available. Routine health and safety impacts to workers from handling and storage operations at nuclear facilities for four separate scenarios were evaluated for the MPC system: an on-time repository with an MRS; an on-time repository with no MRS; a delayed repository with an MRS; and a delayed repository with no MRS. In addition to evaluating the MPC system, five alternatives were analyzed. These included the No Action Alternative (NAA), Current Technology (CTr), the Transposable Storage Cask (TSC), the Dual-Purpose Canister (DPC), and the Small MPC (SmMPC). Health effects are expressed as collective doses in person- rem per year and risks as latent cancer fatalities per year for incident-free operations for each alternative and scenario. Results show that both dose and risks to workers vary as much as 68% among scenarios and alternatives. Although dose estimates and risks fall below limits for radiation dose to workers as specified in Title 10, Part 20, of the Code of Federal Regulations, additional measures could be applied to reduce potential doses and resultant health risk. 5 refs., 2 tabs.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.

Book excerpt: This paper presents the results of the numerical analysis performed to asses the structural integrity of spent nuclear fuel (SNF) stainless steel canisters when subjected to impact loads associated with free gravity drops from heights not exceeding 20 ft. The SNF canisters are to be used for the Shipment of radioactive material from the Oak Ridge National Laboratory (ORNL) Site to the Idaho National Engineering and Environmental Laboratory (INEEL) for storage. The Idaho chemical Processing Plant Fuel Receipt Criteria Questionnaire requires that the vertical drop accidents from two heights be analyze. These heights are those that are considered to be critical at the time of unloading the canisters from the shipping cask. The configurations analyzed include a maximum payload of 90 lbs dropping from heights of 20 and 3 ft. The nominal weight of the canister is 23.3 lbs. The analysis has been performed using finite element methods. Innovative analysis techniques are used to capture the effects of failure and separation of canister components. The structural integrity is evaluated in terms of physical deformation and separation of the canister components that may result from failure of components at selected interfaces.
