Figures for racist crime in 2005 and 2006 are up in a number of EU countries. While there are more signs that the EU's anti-discrimination legislation is having a positive impact, victims of discrimination still lack knowledge of the new rules.

The economic recession, uncertainty about the future of granted values and institutions (like the EU, NATO, and OSCE) has brought xenophobia back to the forefront of the European agenda. This book is the product of an initiative by researchers at the European University Institute in Florence, and takes advantage of both the sophisticated research undertaken at and the multi-national composition of the Institute: all co-authors describe their own country, all have several years of experience as social scientists working on dissertations and in projects of related interest, and (nearly) all of them are EUI members or alumni.

Book excerpt: The European Monitoring Centre on Racism and Xenophobia (EUMC) presented its Annual Report 2005 to the European Parliament on 23 November 2005. The report looks at the evidence of discrimination in employment, housing and education, as well as racist crime data, and at measures being taken to combat this. Across the EU, the EUMC finds migrants and minorities to be overrepresented in the less prestigious employment sectors. Segregation in the housing sector is particularly prevalent in some Member States. Also educational achievements of a number of migrant and minority groups lag behind the majority population. The EUMC warns that data gaps may result in serious discrimination in key areas remaining unnoticed. The report lists examples of best practice aimed at combating the exclusion of minorities.

The studies were conducted between 2002 and 2005 in Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, Netherlands, Austria, Portugal and UK. Main reference and vantage point was a study conducted in Sweden in 1997 on discrimination subjectively experienced by different groups with migrant background. The EUMC therefore regards the present report as a first tentative step towards a more systematic data collection on ethnic minorities' experiences of discrimination in everyday life.
