Book excerpt: This paper describe Georgia's progress in implementing a comprehensive and coherent approach to education reform from the time of application through June 30, 2011. In particular, it highlights key accomplishments over the reporting period in the four reform areas: standards and assessments, data systems to support instruction, great teachers and leaders, and turning around lowest-achieving schools. Race to the Top focuses on improving Science, Technology, Engineering, and Mathematics (STEM) education for Georgia students. The plan includes providing professional development for math and science teachers, strengthening the pipeline of science and math teachers from institutes of higher education, and expanding STEM related virtual courses. As a result, in partnership with the Georgia Department of Education, Georgia Tech received funding through the Race to the Top program to expand STEM programs through its outreach center, the Center for Education Integrating Science, Mathematics and Computing (CEISMC). In year one, Georgia established the "Innovation Fund," a competitive grant program to promote innovative and high-impact practices that boost student achievement. The program is designed to support the establishment and deepening of partnerships among Georgia's local education authorities (LEAs) or charter schools, institutions of higher education (IHEs), businesses and non-profit organizations. Through Race to the Top funds, Georgia is expanding its existing partnership with Communities in Schools in Georgia (CISGA). These funds allow for the creation of three new CISGA-led centers in LEAs that have lowest-achieving schools. Through RT3, Georgia entered into strategic partnerships with organizations such as Teach for America (TFA) and The New Teacher Project (TNTP) to increase the pipeline of effective teachers to low-achieving schools. Book excerpt: This State-specific summary report serves as an assessment of Georgia's Year 1 Race to the Top implementation, highlighting successes and accomplishments, identifying challenges, and providing lessons learned from implementation to date. Georgia's first-year accomplishments include awarding the State's first five Race to the Top Innovation Fund competitive grants, securing the Georgia Board of Education's approval for key contracts across the reform areas, and developing a comprehensive project management system. Although Georgia enjoyed some success in Year 1, the State faced challenges related to maintaining the original proposed schedule, transitions in State and LEA leadership, and hiring qualified staff. The timeline proposed in the State's Phase 2 application had not been updated from the proposed Phase 1 application. This resulted in significant timeline delays and required numerous adjustments to the implementation schedule. The State revised its timelines as a part of the Scope of Work approval process. Georgia also experienced State-level leadership changes, including the election of a new Governor and a new State Superintendent of Education in November 2010. In addition, six of the largest participating LEAs also experienced leadership changes, hiring new superintendents during the course of Year 1. Finally, the State encountered challenges in staffing its management team and the teams across the core education reform areas, hiring the bulk of its staff between March and May 2011. The final Race to the Top staff member was hired in September 2011. Georgia intends to complete implementation of the SharePoint project management system, which will facilitate the sharing of information across LEAs and the State starting in October 2011. The SharePoint site complements the State's communications plans for the remaining project years. The communication strategy includes an online newsletter for all LEAs and stakeholders, as well as community- education-related meetings across the State. The State also plans to support new superintendents in participating LEAs by connecting them with veteran superintendents in other participating LEAs. A glossary is included. (Contains 6 footnotes.) During Year 2, Georgia had a range of accomplishments across Race to the Top education reform areas. For example, Georgia completed two additional rounds of the Innovation Fund competitive grant program, awarding a total of 24 grants in Years 1 and 2. The State remains optimistic about the initiative and views the Innovation Fund as a way to stimulate new thinking about competitive grant funds for innovative education in Georgia. The Georgia Department of Education (GaDOE) also provided all local educational agencies (LEAs) with a variety of resources (e.g., webinars, newsletters, and curriculum frameworks), professional development, and face-to-face support from English language arts (ELA) and mathematics specialists that will help them implement the Common Core State Standards (CCSS), referred to as the Common Core Georgia Performance Standards (CCGPS) in Georgia, in school year (SY) 2012-2013. Additionally, in moving forward with new and high-quality assessments, the State is developing a formative assessment toolkit. To ensure reliability, Georgia has field tested 800 assessment items using a representative sample of schools. Georgia experienced significant challenges related to implementation of its educator evaluation system in Year 2 of its Race to the Top grant. The Department is concerned about the overall strategic planning, evaluation, and project management for that system, which include decisions regarding the quality of the tools and measures used during the educator evaluation pilot and the scalability of the supports the State offered to participating LEAs. During Year 3, Georgia plans to develop rigorous routines and processes to better manage its Race to the Top projects and to more effectively monitor and assess participating LEAs' progress and quality of implementation. The State will also work with a consulting firm to enhance its communications plan to better articulate the various components of its Race to the Top initiative and how these components align. Book excerpt: Race to the Top (RTT) is a first-of-its kind $4.35 billion competitive grant program designed to spur state-level education innovation to boost student achievement, close achievement gaps, and prepare students for college and careers. Originally authorized in 2009 under the American Recovery and Reinvestment Act, RTT encourages states to develop and implement key reform strategies around four core components: (1) Adopting rigorous college- and career-ready standards and assessments; (2) Recruiting, evaluating, and retaining highly effective teachers and principals; (3) Building data systems that measure student success and inform teaching and learning; and (4) Turning around low-performing schools. In total, 45 states and the District of Columbia applied for funding in three phases. The U.S. Department of Education announced the Phase 1 winners--Delaware and Tennessee--in March 2010. A few months later, the Phase 2 winners--District of Columbia, Florida, Georgia, Hawaii, Maryland, Massachusetts, New York, North Carolina, Ohio, and Rhode Island--were announced. Arizona, Colorado, Illinois, Kentucky, Louisiana, New Jersey, and Pennsylvania were awarded Phase 3 grants in December 2011. March 2014 marks four years since the first grants were announced, and in a little over a year, the RTT funding to these initial set of states will end. An examination of the U.S. Department of Education's latest Annual Performance Report, or APR, data around the four core RTT components demonstrates the states' progress. When necessary, the APRs are supplemented with extant data from other sources, such as the Government Accountability Office. Three overarching findings emerged in the review of the data: (1) Many of the lowest-performing schools in RTT states have achieved impressive results in a short period of time; (2) Four RTT states are at or near full implementation of their educator evaluation systems, and all other states are in the process of implementing their systems. Implementing new, more rigorous educator evaluation systems is technical and arduous work; and (3) All RTT states have adopted college- and career-ready standards and are making progress toward implementation of assessments aligned with those standards.

One-party government, of course, allows for dramatic policy shifts. A dramatic increase in the use of recall elections (Arizona, Michigan and Wisconsin) and referenda to challenge legislative policy decisions (Idaho, South Dakota, Ohio, and Washington), signaling a growing frustration with legislative policies in some states. Recall elections and referenda only occur at the state level. 4. Changes in term limits and budgeting laws in California directly affecting the work of the legislature in the largest state in the Union. 5. Highly visible state legislative policies on hot-button issues such as gun control, taxation, public employee benefits, teachers’ unions, taxation, abortion, immigration and education reform. The conflicts generated by these debates have produced incidents that captured national attention, perhaps most notably when Democrats in the Wisconsin Senate fled to Illinois to break quorum and prevent the Republicans from passing a measure limiting public unions in the state. 6. Efforts to profoundly alter the structure of some state legislatures, such as a measure to substantially reduce the number of legislative seats in Pennsylvania and a proposed initiative to radically increase the number of seats in California. 7. The culmination of a redistricting cycle in 2012 which alters the nature of many legislative districts and the course of politics and policy over the next decade. 8. A rare and historic “wave election” in 2010 that saw the Republican Party gain more than 700 seats in state legislatures.

Book excerpt: In The Coming of Southern Prohibition, Michael Lewis examines the rise and fall of South Carolina's state-run liquor dispensary system from its emergence in the 1890s until statewide prohibition in 1915. The dispensary system, requiring government-owned outlets to bottle and sell all alcohol, began as a way to both avoid prohibition and enrich governmental coffers. In this revealing study, Lewis offers a more complete rendering of South Carolina's path to universal prohibition and thus sharpens our understanding of historical southern attitudes towards race, religion, and alcohol. By focusing on the Aiken County border town of North Augusta, South Carolina, Lewis details how their lucrative dispensary operation -- which promised to both reduce alcohol consumption and generate funding for the county's cash-strapped government -- delayed statewide prohibition by nearly a decade. Aided by Georgia's adoption of dry laws in 1907, Aiken County profited from alcohol sales to Georgians crossing the state line to drink. Lewis shows, in fact, that the Aiken County dispensary at the foot of the bridge connecting South Carolina to Georgia sold more liquor than any other store in the state. Notwithstanding the moral debates surrounding temperance, the money resulting from dispensary sales helped pave roads, build parks and schools, and keep county and municipal taxes the lowest in South Carolina. The power of this revenue is notable, as Lewis reveals, given the rejection of prohibition laws voiced by the rural, native-born, Protestant population in Aiken County, which diverged from the sentiment of their peers in other parts of the region. Lewis's socio-cultural analysis, which includes the impact of adjacent mill villages and African American communities, employs statistical findings to reveal an interplay of political and economic factors that ultimately overwhelmed any profit margin and ushered in statewide prohibition in 1915. Original and enlightening, The Coming of Southern Prohibition explores a single community as it wrestled with the ethical and financial stakes of alcohol consumption and sale amid a national discourse that would dominate American life in the early twentieth century.
