Book excerpt: This State-specific summary report serves as an assessment of Georgia's Year 2 Race to the Top implementation, highlighting successes and accomplishments, identifying challenges, and providing lessons learned from implementation from approximately September 2011 through September 2012. During Year 2, Georgia had a range of accomplishments across Race to the Top education reform areas. For example, Georgia completed two additional rounds of the Innovation Fund competitive grant program, awarding a total of 24 grants in Years 1 and 2. The State remains optimistic about the initiative and views the Innovation Fund as a way to stimulate new thinking about competitive grant funds for innovative education in Georgia. The Georgia Department of Education (GaDOE) also provided all local educational agencies (LEAs) with a variety of resources (e.g., webinars, newsletters, and curriculum frameworks), professional development, and face-to-face support from English language arts (ELA) and mathematics specialists that will help them implement the Common Core State Standards (CCSS), referred to as the Common Core Georgia Performance Standards (CCGPS) in Georgia, in school year (SY) 2012-2013. Additionally, in moving forward with new and high-quality assessments, the State is developing a formative assessment toolkit. To ensure reliability, Georgia has field tested 800 assessment items using a representative sample of schools. Georgia experienced significant challenges related to implementation of its educator evaluation system in Year 2 of its Race to the Top grant. The Department is concerned about the overall strategic planning, evaluation, and project management for that system, which include decisions regarding the quality of the tools and measures used during the educator evaluation pilot and the scalability of the supports the State offered to participating LEAs. During Year 3, Georgia plans to develop rigorous routines and processes to better manage its Race to the Top projects and to more effectively monitor and assess participating LEAs' progress and quality of implementation. The State will also work with a consulting firm to enhance its communications plan to better articulate the various components of its Race to the Top initiative and how these components align. Book excerpt: This paper describe Georgia's progress in implementing a comprehensive and coherent approach to education reform from the time of application through June 30, 2011. In particular, it highlights key accomplishments over the reporting period in the four reform areas: standards and assessments, data systems to support instruction, great teachers and leaders, and turning around lowest-achieving schools. Race to the Top focuses on improving Science, Technology, Engineering, and Mathematics (STEM) education for Georgia students. The plan includes providing professional development for math and science teachers, strengthening the pipeline of science and math teachers from institutes of higher education, and expanding STEM related virtual courses. As a result, in partnership with the Georgia Department of Education, Georgia Tech received funding through the Race to the Top program to expand STEM programs through its outreach center, the Center for Education Integrating Science, Mathematics and Computing (CEISMC). In year one, Georgia established the "Innovation Fund," a competitive grant program to promote innovative and high-impact practices that boost student achievement. The program is designed to support the establishment and deepening of partnerships among Georgia's local education authorities (LEAs) or charter schools, institutions of higher education (IHEs), businesses and non-profit organizations. Through Race to the Top funds, Georgia is expanding its existing partnership with Communities in Schools in Georgia (CISGA). These funds allow for the creation of three new CISGA-led centers in LEAs that have lowest-achieving schools. Through RT3, Georgia entered into strategic partnerships with organizations such as Teach for America (TFA) and The New Teacher Project (TNTP) to increase the pipeline of effective teachers to low-achieving schools. Georgia's first-year accomplishments include awarding the State's first five Race to the Top Innovation Fund competitive grants, securing the Georgia Board of Education's approval for key contracts across the reform areas, and developing a comprehensive project management system. Although Georgia enjoyed some success in Year 1, the State faced challenges related to maintaining the original proposed schedule, transitions in State and LEA leadership, and hiring qualified staff. The timeline proposed in the State's Phase 2 application had not been updated from the proposed Phase 1 application. This resulted in significant timeline delays and required numerous adjustments to the implementation schedule. The State revised its timelines as a part of the Scope of Work approval process. Georgia also experienced State-level leadership changes, including the election of a new Governor and a new State Superintendent of Education in November 2010. In addition, six of the largest participating LEAs also experienced leadership changes, hiring new superintendents during the course of Year 1. Finally, the State encountered challenges in staffing its management team and the teams across the core education reform areas, hiring the bulk of its staff between March and May 2011. The final Race to the Top staff member was hired in September 2011. Georgia intends to complete implementation of the SharePoint project management system, which will facilitate the sharing of information across LEAs and the State starting in October 2011. The SharePoint site complements the State's communications plans for the remaining project years. The communication strategy includes an online newsletter for all LEAs and stakeholders, as well as community- education-related meetings across the State. The State also plans to support new superintendents in participating LEAs by connecting them with veteran superintendents in other participating LEAs. A glossary is included. (Contains 6 footnotes.) High-quality early learning experiences can have a profound and lasting positive effect on young children during these years, setting the stage for success in kindergarten and beyond. This is especially true for young children with high needs who are from low-income families; who have disabilities or developmental delays; who are English learners; who reside on “Indian lands”; who are migrant, homeless, or in foster care; and other children as identified by the State. The Race to the Top – Early Learning Challenge (RTT-ELC) program, authorized by Congress in 2011, is designed to improve the quality of early learning and development programs for young children. The RTT-ELC grants support States' efforts to design and implement an integrated system of high-quality early learning programs and services.Twenty States were awarded four-year grants in three phases. Nine Phase 1 States (California, Delaware, Maryland, Massachusetts, Minnesota, North Carolina, Ohio, Rhode Island, and Washington) received funding in 2012. Five Phase 2 States (Colorado, Illinois, New Mexico, Oregon, and Wisconsin) received funding in 2013 and supplementary funding in 2014. In Phase 3, an additional six States (Georgia, Kentucky, Michigan, New Jersey, Pennsylvania, and Vermont) received funding in 2014. The Federal investment in these 20 RTT-ELC grants is just over $1 billion. This discretionary grant program is administered jointly by the U.S. Departments of Education (ED) and Health and Human Services (HHS). As they work to implement their RTT-ELC projects, each State brings an individual early learning history, climate, and structure to the work, as well as unique challenges that must be addressed. While the RTT-ELC framework provides a general structure for key reform levers to improve quality and access for children with high needs, States were given flexibility to choose which components they were ready to address and how they would reach the goals within their plans.

Book excerpt: This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.
