This book challenges this assumption by examining the diverse migration trajectories, experiences and dilemmas faced by tertiary-educated mobile Malaysian migrants through a postcolonial lens. It argues that mobile Malaysians’ culture of migration can be understood as an outcome and consequence of British colonial legacies – of race, education, and citizenship – inherited and exacerbated by the post-colonial Malaysian state. Drawing from archival research and interviews with respondents in Singapore, United Kingdom, and Malaysia, this book examines how mobile Malaysians make sense of their migration lives, and contextualizes their stories to the broader socio-political structures in colonial Malaya and post-colonial Malaysia. Showing how legacies of colonialism initiate, facilitate, and propagate migration in a multi-ethnic, post-colonial migrant-sending country beyond the end of colonial rule, this text is a key read for scholars of migration, citizenship, ethnicity, nationalism and postcolonialism.

Tracing the genealogy of this concept, Camille Walsh shows how tax policy and taxpayer identity were built on the foundations of white supremacy and intertwined with ideas of whiteness. From the origins of unequal public school funding after the Civil War through school desegregation cases from Brown v. Board of Education to San Antonio v. Rodriguez in the 1970s, this study spans over a century of racial injustice, dramatic courtroom clashes, and white supremacist backlash to collective justice claims. Incorporating letters from everyday individuals as well as the private notes of Supreme Court justices as they deliberated, Walsh reveals how the idea of a "taxpayer" identity contributed to the contemporary crises of public education, racial disparity, and income inequality.

Virginia’s Prince Edward County stands as perhaps the most extreme. Rather than fund integrated schools, the county’s board of supervisors closed public schools from 1959 until 1964. The only formal education available for those locked out of school came in 1963 when the combined efforts of Prince Edward’s African American community and aides from President John F. Kennedy’s administration established the Prince Edward County Free School Association (Free School). This temporary school system would serve just over 1,500 students, both black and white, aged 6 through 23. Drawing upon extensive archival research, Resisting Brown presents the Free School as a site in which important rhetorical work took place. Candace Epps-Robertson analyzes public discourse that supported the school closures as an effort and manifestation of citizenship and demonstrates how the establishment of the Free School can be seen as a rhetorical response to white supremacist ideologies. The school’s mission statements, philosophies, and commitment to literacy served as arguments against racialized constructions of citizenship. Prince Edward County stands as a microcosm of America’s struggle with race, literacy, and citizenship.

Book excerpt: This book explores the politics of race, censuses, and citizenship, drawing on the complex history of questions about race in the U.S. and Brazilian censuses. It reconstructs the history of racial categorization in American and Brazilian censuses from each countrys first census in the eighteenth and nineteenth centuries up through the 2000 census. It sharply challenges certain presumptions that guide scholarly and popular studies, notably that census bureaus are (or are designed to be) innocent bystanders in the arena of politics, and that racial data are innocuous demographic data. Using previously overlooked historical sources, the book demonstrates that counting by race has always been a fundamentally political process, shaping in important ways the experiences and meanings of citizenship. This counting has also helped to create and to further ideas about race itself. The author argues that far from being mere producers of racial statistics, American and Brazilian censuses have been the ultimate insiders with respect to racial politics. For most of their histories, American and Brazilian censuses were tightly controlled by state officials, social scientists, and politicians. Over the past thirty years in the United States and the past twenty years in Brazil, however, certain groups within civil society have organized and lobbied to alter the methods of racial categorization. This book analyzes both the attempt of Americas multiracial movement to have a multiracial category added to the U.S. census and the attempt by Brazils black movement to include racial terminology in census forms. Because of these efforts, census bureau officials in the United States and Brazil today work within political and institutional constraints unknown to their predecessors. Book excerpt: While white residents of antebellum Boston and New Haven forcefully opposed the education of black residents, their counterparts in slaveholding Baltimore did little to resist the establishment of African American schools. Such discrepancies, Hilary Moss argues, suggest that white opposition to black education was not a foregone conclusion. Through the comparative lenses of these three cities, she shows why opposition erupted where it did across the United States during the same period that gave rise to public education. As common schooling emerged in the 1830s, providing white children of all classes and ethnicities with the opportunity to become full-fledged citizens, it redefined citizenship as synonymous with whiteness. This link between school and American identity, Moss argues, increased white hostility to black education at the same time that it spurred African Americans to demand public schooling as a means of securing status as full and equal members of society. Shedding new light on the efforts of black Americans to learn independently in the face of white attempts to withhold opportunity, Schooling Citizens narrates a previously untold chapter in the thorny history of America’s educational inequality.

Warren focuses her study on Kansas, thought by many to be the quintessential free state, not only because it was home to sizable populations of Indian groups and former slaves, but also because of its unique history of conflict over freedom during the antebellum period. After the Civil War, white reformers opened segregated schools, ultimately reinforcing the very racial hierarchies that they claimed to challenge. To resist the effects of these reformers' actions, African Americans developed strategies that emphasized inclusion and integration, while autonomy and bicultural identities provided the focal point for Native Americans' understanding of what it meant to be an American. Warren argues that these approaches to defining American citizenship served as ideological precursors to the Indian rights and civil rights movements. This comparative history of two nonwhite races provides a revealing analysis of the intersection of education, social control, and resistance, and the formation and meaning of identity for minority groups in America.

Race for Citizenship examines three salient moments when African American and Asian American citizenship become acutely visible as related crises: the ‘Negro Problem’ and the ‘Yellow Question’ in the mid- to late 19th century; World War II-era questions around race, loyalty, and national identity in the context of internment and Jim Crow segregation; and post-Civil Rights discourses of disenfranchisement and national belonging under globalization. Taking up a range of cultural texts—the 19th century black press, the writings of black feminist Anna Julia Cooper, Asian American novels, African American and Asian American commercial film and documentary—Jun does not seek to document signs of cross-racial identification, but instead demonstrates how the logic of citizenship compels racialized subjects to produce developmental narratives of inclusion in the effort to achieve political, economic, and social incorporation. Race for Citizenship provides a new model of comparative race studies by situating contemporary questions of differential racial formations within a long genealogy of anti-racist discourse constrained by liberal notions of inclusion.

Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as “aggressive patrolling” to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. For African Americans, for instance, the experience of investigatory stops erodes the perceived legitimacy of police stops and of the police generally, leading to decreased trust in the police and less willingness to solicit police assistance or to self-censor in terms of clothing or where they drive. This holds true even when police are courteous and respectful throughout the encounters and follow seemingly colorblind institutional protocols. With a growing push in recent years to use local police in immigration efforts, Hispanics stand poised to share African Americans’ long experience of investigative stops. In a country that celebrates democracy and racial equality, investigatory stops have a profound and deleterious effect on African American and other minority communities that merits serious reconsideration. Pulled Over offers practical recommendations on how reforms can protect the rights of citizens and still effectively combat crime.

But Ferguson was no aberration. As Colin Gordon shows in this urgent and timely book, the events in Ferguson exposed not only the deep racism of the local police department but also the ways in which decades of public policy effectively segregated people and curtailed citizenship not just in Ferguson but across the St. Louis suburbs. Citizen Brown uncovers half a century of private practices and public policies that resulted in bitter inequality and sustained segregation in Ferguson and beyond. Gordon shows how municipal and school district boundaries were pointedly drawn to contain or exclude African Americans and how local policies and services—especially policing, education, and urban renewal—were weaponized to maintain civic separation. He also makes it clear that the outcry that arose in Ferguson was no impulsive outburst but rather an explosion of pent-up rage against long-standing systems of segregation and inequality—of which a police force that viewed citizens not as subjects to serve and protect but as sources of revenue was only the most immediate example. Worse, Citizen Brown illustrates the fact that though the greater St. Louis area provides some extraordinarily clear examples of fraught racial dynamics, in this it is hardly alone among American cities and regions.
