General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: Losses to hurricanes in the 1990s total more than those incurred in the 1970s and 1980s combined, even after adjusting for inflation. This has led many to mistakenly conclude that severe hurricanes are becoming more frequent. In fact, according to recent research, the past few decades have seen a decrease in the frequency of severe storms and 1991 to 1994 was the quietest in at least 50 years. It does mean, however, that the world today is more vulnerable to hurricane impacts than it has ever been, which represents a serious policy problem. This book defines and assesses the hurricane problem, focusing primarily on the United States, in order to lay a foundation for action. The concept of vulnerability is used to integrate the societal and physical aspects of hurricane impacts. The book is unique in that it seeks to address both the scientific and societal aspects of hurricanes. While it focuses on the United States, it is intended to illustrate weather related impacts assessment that could be applied in other areas, and for phenomena other than hurricanes. More broadly, this book seeks to illustrate the beneficial uses (as well as limitations) of hurricane science to society. Explicit consideration of the relationship between science and society is much needed in an era when scientific research is under public and political pressure to demonstrate a better connection with societal needs.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. This technique results in a computed storm surge profile at the inner boundary of an artificial standard basin seaward of the coast. The profile is derived from nomograms based upon a standard storm passing over a standard basin. Thumb rules and guidelines are presented in the publication for subjectively modifying the computer storm surge height as it moves shoreward of the artificial basin boundary, to fit the natural conditions of a particular coastline. Major advantages of this system are its applicability to almost any locale, its adaptability to data normally available to the field forecaster and the speed with which the forecast may be modified to remain current with natural fluctuations of the storm.

Book excerpt: In Teaching ‘Proper’ Drinking?, the author brings together three fields of scholarship: socio-historical studies of alcohol, Australian Indigenous policy history and social enterprise studies. The case studies in the book offer the first detailed surveys of efforts to teach responsible drinking practices to Aboriginal people by installing canteens in remote communities, and of the purchase of public hotels by Indigenous groups in attempts both to control sales of alcohol and to create social enterprises by redistributing profits for the community good. Ethnographies of the hotels are examined through the analytical lens of the Swedish ‘Gothenburg’ system of municipal hotel ownership. The research reveals that the community governance of such social enterprises is not purely a matter of good administration or compliance with the relevant liquor legislation. Their administration is imbued with the additional challenges posed by political contestation, both within and beyond the communities concerned. ‘The idea that community or government ownership and management of a hotel or other drinking place would be a good way to control drinking and limit harm has been commonplace in many Anglophone and Nordic countries, but has been less recognised in Australia.
