And it is in India where some of the most turbulent of these clashes have been taking place. One resulted in the creation of Pakistan, and militant separatist movements flourish in Kashmir, Punjab, Manipur, Mizoram, Nagaland, and Assam. In India Against Itself, Sanjib Baruah focuses on the insurgency in Assam in order to explore the politics of subnationalism. Baruah offers a bold and lucid interpretation of the political and economic history of Assam from the time it became a part of British India and a leading tea-producing region in the nineteenth century. He traces the history of tensions between pan-Indianism and Assamese subnationalism since the early days of Indian nationalism. The region's insurgencies, human rights abuses by government security forces and insurgents, ethnic violence, and a steady slide toward illiberal democracy, he argues, are largely due to India's formally federal, but actually centralized governmental structure. Baruah argues that in multiethnic polities, loose federations not only make better democracies, in the era of globalization they make more economic sense as well. This challenging and accessible work addresses a pressing contemporary problem with broad relevance for the history of nationality while offering an important contribution to the study of ethnic conflict. Theirs is something of a mirror image of the experience of North-Easterners in mainland Indian cities such as Delhi, who have often had to deal with an outsider tag they did not relish, in the capital of a country against which many of the picturesque, remote hills and valleys they called home saw armed insurgencies. These shared twin experiences of being simultaneously insiders and outsiders is the subject of this anthology. There are scholarly essays as well as personal accounts and a few poems. This book attempts to sensitise people on some crucial chapters of India, which have either been misrepresented or blurred. The Indian state of Assam has been distressed by several historical deceptions for over a century now, which have remained unaddressed. Thus, despite being one of the most fascinating territories inhabited by incredibly charming people, Assam is often in the national and international news, mostly for the wrong reasons. A case in point is a 1983 American magazine editorial in The New Republic that reportedly wrote, inter alia, “There are places - the Indian state of Assam is one – where the slaughter of children is a form of political expression.” The caustic comment was made in an apparent reference to the 1983 broad daylight Nellie massacre, killing countless newborns, toddlers, babies, infirm females, aged people and others indiscriminately in six hours of mayhem in the village on 18th February 1983. Dissemination of factual awareness about the disinformation spread earlier by British colonial rulers concerning the history of eastern India is, therefore, essential to end the present conflicts between the various communities and tribes of the region. With meticulous research backed by years of personal experience, septuagenarian author Subir wrote this book aiming to permeate ordinary peoples’ much-needed understanding of past realities and the prevalent circumstances that should help usher in peace and prosperity promptly in Assam.

Book excerpt: Fragmented Memories is a beautifully rendered exploration of how, during the 1990s, socially and economically marginalized people in the northeastern Indian state of Assam sought to produce a past on which to base a distinctive contemporary identity recognized within late-twentieth-century India. Yasmin Saikia describes how groups of Assamese identified themselves as Tai-Ahom—a people with a glorious past stretching back to the invasion of what is now Assam by Ahom warriors in the thirteenth century. In her account of the 1990s Tai-Ahom identity movement, Saikia considers the problem of competing identities in India, the significance of place and culture, and the outcome of the memory-building project of the Tai-Ahom. Assamese herself, Saikia lived in several different Tai-Ahom villages between 1994 and 1996. She spoke with political activists, intellectuals, militant leaders, shamans, and students and observed and participated in Tai-Ahom religious, social, and political events. She read Tai-Ahom sacred texts and did archival research—looking at colonial documents and government reports—in Calcutta, New Delhi, and London. In Fragmented Memories, Saikia reveals the different narratives relating to the Tai-Ahom as told by the postcolonial Indian government, British colonists, and various texts reaching back to the thirteenth century. She shows how Tai-Ahom identity is practiced in Assam and also in Thailand. Revealing how the “dead” history of Tai-Ahom has been transformed into living memory to demand rights of citizenship, Fragmented Memories is a landmark history told from the periphery of the Indian nation.
