Book excerpt: This thematic study consists of case studies of Ghana, Malawi, and Uganda, as well as, a review of studies undertaken over the past ten years on education in Africa with particular attention to girls' and secondary education. Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training. In Africa, girls account for only 57% of the school-age population. They are more likely to drop out of school and to score lower on the examinations that determine their enrollment at postprimary levels. Research into the education of girls has the potential to improve their opportunities, and to raise the educational level of society in African countries. The purpose of research is outlined, and steps in planning a research project are defined. The discussion of the planning phase includes a discussion of sampling and sample size selection. Part III of this manual reviews the basic tools of the social science researcher. Literature reviews, techniques such as surveys and interviews, and qualitative research are described. A final section considers working with research findings and using the results. Appendixes present a sample research outline, an example data grid, and a list of some research instruments commonly used in the study of education of girls. Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

Book excerpt: Despite 58 years experimentation with the policy of protective discrimination and planned development a large majority of the 80.2 million tribal people languish in abject poverty, landlessness, powerlessness, illiteracy and malnutrition. Being caught in the hangover of the strong patriarchic tradition the women of nearly 700 marginalized tribal communities find themselves highly exploited, subjugated and voiceless. The present book, first of its kind on tribes living in northern districts of West Bengal (popularly known as North Bengal), explores the areas of subjugation of tribal life and particularly that of the tribal women and analytically presents the case of tribal women in a tea garden locale in the Dooars region of Jalpaiguri district. The focus of the study has been education, i.e. how the tribes in general and tribal women in particular are doing in the field of education. The field of education is chosen because it is generally considered the most important force of empowerment, enlightenment and social transformation and because it provides us with a field to explore the areas of gender discrimination subsumed in tribal patriarchy. The book has approached the problem of tribal education and the gender question in education against the backdrop of the dialectics of dominant-subordinate relationship between the state and the dominant society on the one hand and the marginalized tribes on the other. The uniqueness of the book lies in its critical approach to the state-sponsored development strategies and its emphasis on a ‘cultural approach’ for a better understanding of the problem and for working out alternative development strategies for improving the educational status of the tribal communities. Sanjay K. Roy, Reader, Department of Sociology, North Bengal University, West Bengal, had his Ph. D. from Delhi School of Economics, Delhi University, and pursued post-Doctoral research at the University of Sussex (UK) and University of Wollongong (Australia). Dr Roy has edited a volume on Refugees and Human Rights (2001) and contributed a good number of research papers to the leading journals, volumes and to national and international seminars/workshops. His areas of interest include sociological theories, urban poor, refugee studies, political sociology and gender studies. Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.
