" Mais il reste encore trop souvent mal compris et prête toujours à discussion notamment dans ses implications concrètes à l'échelle d'un territoire. C'est justement tout l'objet de l'intelligence territoriale que de non seulement faire comprendre ce que signifie le développement durable pour un territoire donné, mais aussi que de permettre celui-ci bien qu'il apparaisse encore trop souvent comme un idéal impossible à atteindre. Nous chercherons donc à expliciter ce qu'est l'intelligence territoriale de notre point de vue et à montrer qu'elle consiste à la fois en une approche systémique appliquée au territoire (1), en une méthode rendant possible cette approche par la mise en réseau des acteurs du territoire (2) et en une finalité inscrivant cette méthode dans une perspective de développement durable du territoire (3). Pour illustrer notre propos, nous prendrons l'exemple du Pays de Montbéliard et nous nous appuierons sur l'expérience acquise au sein de son Agence de Développement et d'Urbanisme (ADU) au Pôle " Intelligence du territoire ", autrefois dénommé " Observatoire ". Ce changement d'appellation reflète bien l'évolution de notre métier qui consiste moins à observer qu'à éclairer, décrypter, détecter les signaux faibles présages d'importants changements, sensibiliser, donner des repères, remettre en question les idées reçues, alerter, mais aussi donner des clés (de lecture, de compréhension, d'action) et apporter des raisons d'espérer aux acteurs du territoire.
