Le fait scolaire y est considéré comme un fait social et, en tant que tel, il apparaît comme révélateur du fonctionnement des sociétés. Pour aborder l'étude de ce champ complexe et imbriqué, la démarche historique a été privilégiée, permettant de dérouler progressivement le fil des données recueillies, dans une perspective dialectique qui autorise l'élaboration des concepts de processus de scolarisation et d'institution de l'école. Le Togo offre un panorama assez complet du paysage scolaire africain, en raison d'une histoire particulière et d'une situation géographique qui lui donnent à la fois les caractéristiques des pays côtiers, très scolarisés, et celles des pays du Sahel, faiblement scolarisés. Il présente aussi la spécificité d'une histoire pré-coloniale singulière et d'une histoire coloniale mouvementée, ces particularismes engendrant l'avance scolaire constatée. Les années qui suivent l'accession à l'indépendance enregistrent un développement rapide du système scolaire, qui permet au Togo de se situer parmi les pays les plus scolarisés d'Afrique francophone. Puis, au début des années 80, il se présente comme le pays le plus touché par le phénomène de déscolarisation, et, à ce titre, celui qui révèle de la façon la plus crue les difficultés des Etats africains face à cette crise scolaire, les transformations de la perception de l'image de l'école par les populations, et la diversification de leurs pratiques scolaires. De même, la reprise scolaire des années 90 indique que l'école est représentative de ces lieux où les contradictions sont exacerbées, où des changements les plus brutaux peuvent côtoyer des permanences les plus inébranlables.

Book excerpt: L'objet de la recherche est la crise de l'école primaire en Afrique de l'ouest francophone par l'exemple du Bénin, du Togo et du Burkina Faso. Cette crise est marquée par le retrait progressif de l'Etat de la sphère éducative et par la dégradation de l'enseignement public. Elle se caractérise par l'émergence de nouvelles formes d'écoles (« écoles de la crise ») à tendance fortement commerciale (écoles privées laïques), religieuse (écoles franco-arabes ou médersas), de même que par une forte poussée d'écoles d'initiatives locales (écoles communautaires ou spontanées). A travers des méthodes d'analyses diversifiées, nous avons cherché à déterminer le rôle du personnel enseignant dans cette crise. En effet, depuis l'imposition, dès 1980, de plans d'ajustement structurel aux pays africains par les bailleurs de fonds (Banque mondiale et Fond Monétaire International), les contraintes budgétaires ont conduit soit à la réduction de la durée de formation des enseignants (Burkina Faso), soit à la fermeture pure et simple des écoles de formation professionnelle des enseignants (Togo, Bénin). Suite à un constat de dégradation de la condition du personnel enseignant (types et niveaux de formation, conditions de recrutement et de travail, statut professionnel, symbolique et économique), nos travaux montrent que ce sont essentiellement l'engagement et la détermination des parents d'élèves dans la scolarisation et la réussite de leurs enfants qui entretiennent finalement le système éducatif. Ainsi se trouve t-il que le pays de notre étude où la crise semble le plus fortement prononcée (le Togo) est celui dont le taux de scolarisation reste pourtant le plus élevÉ Ceci explique que plus le système éducatif est défaillant, plus une telle défaillance a tendance à se compenser par l'engagement ou la détermination des parents d'élèves dans la scolarisation de leurs enfants. L'étude indexe à cet effet un nouveau problème: la baisse progressive du niveau des élèves.

Book excerpt: At first glance, the remote villages of the Kabre people of northern Togo appear to have all the trappings of a classic "out of the way" African culture—subsistence farming, straw-roofed houses, and rituals to the spirits and ancestors. Arguing that village life is in fact an effect of the modern and the global, Charles Piot suggests that Kabre culture is shaped as much by colonial and postcolonial history as by anything "indigenous" or local. Through analyses of everyday and ceremonial social practices, Piot illustrates the intertwining of modernity with tradition and of the local with the national and global. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’. The volume concludes by suggesting an alternative way of thinking about migrant struggles challenging the European border regime as ‘uncivil society’ struggles.
