Many households, while not currently in poverty, recognize that they are vulnerable to events - a bad harvest, a lost job, an illness, an unexpected expense, an economic downturn - that could easily push them into poverty.Most operational measures define poverty as some function of the shortfall of current income or consumption expenditures from a poverty line, and hence measure poverty only at a single point in time.Pritchett, Suryahadi, and Sumarto propose a simple expansion of those measures to quantify vulnerability to poverty. They define vulnerability as a probability, the risk that a household will experience at least one episode of poverty in the near future. A household is defined as vulnerable if it has 50-50 odds or worse of falling into poverty.Using those definitions, they calculate the vulnerability to poverty line (VPL) as the level of expenditures below which a household is vulnerable to poverty. The VPL allows the calculation of a headcount vulnerability rate (the proportion of households vulnerable to poverty), a direct analogue of the headcount poverty rate.The authors implement this approach using two sets of panel data from Indonesia. First they show that if the poverty line is set so that the headcount poverty rate is 20 percent, the proportion of households vulnerable to poverty is roughly 30-50 percent. In addition to the 20 percent currently poor, an additional 10-30 percent of the population is at substantial risk of poverty.They illustrate the usefulness of this approach for targeting by examining differences in vulnerability between households by gender, level of education, urban-rural residence, land-holding status, and sector of occupation of the head of household.This paper - a product of the Environment and Social Development Sector Unit, East Asia and Pacific Region - is part of a larger effort in the region to develop a national poverty reduction strategy for Indonesia. This paper estimates vulnerability to poverty in Uganda and explores the sources and main correlates of vulnerability using the most recent Uganda National Household Survey 2019/20. The analysis reveals that about 50 percent of population in Uganda is vulnerable to poverty. Vulnerability rates are much higher than poverty in rural areas. Urban vulnerability is predominantly risk induced (high volatility of consumption) and mostly associated with idiosyncratic rather than covariate shocks. Rural vulnerability is equally split between risk-induced and poverty-induced vulnerability (permanently low consumption). Although in absolute terms vulnerability due to covariate shocks is still lower than vulnerability due to idiosyncratic shocks, in relative terms covariate shocks are more important in rural areas. Education is found to be one of the key variables related to lower vulnerability to poverty.

New approaches in development economics have in recent years started from the premise that we cannot successfully deal with poverty unless we also deal with vulnerability—but not only vulnerability to income poverty but also vulnerability to various others hazards—such as climate, conflict, macroeconomic shocks and natural disasters. This book provide insights into new approaches in conceptualising and measuring vulnerability. It includes chapters dealing with advanced issues such as the compilation of economic vulnerability indices (EVIs) on a macro-level, of conceptualizing and measuring local vulnerability across regions in a country, and of measuring the flip-side of vulnerability, namely resilience. The book also explores the sensitivities of the various measurements of vulnerability to vulnerability lines, poverty lines, and permanent income, with consideration to some of the most vulnerable groups in developing countries. Overall, the contributions in the book consolidate new approaches as far as the concept and measurement of vulnerability on different levels and outcomes are concerned, and note directions for future research. This book was published as a special issue of Oxford Development Studies.

In this paper we construct a measure of 'vulnerability' which allows us to quantify the welfare loss associated with poverty as well as the loss associated with any of a variety of different sources of uncertainty. Applying our measure to a panel dataset from Bulgaria in 1994, we find that poverty and risk play roughly equal roles in reducing welfare. Aggregate shocks are more important than idiosyncratic sources of risk, but households headed by an employed, educated male are less vulnerable to aggregate shocks than are other households.

Book excerpt: A forward-looking measure of "vulnerability to poverty" is estimated and a concerted effort is made to understand the sources of vulnerability in the drought-prone lowlands of Ethiopia. Using the Household Consumption Expenditure Survey and the Welfare Monitoring Survey of 2016, the analysis reveals that vulnerability is remarkably higher in the drought-prone lowlands than in the other ecological zones, although differences in poverty rates are modest; the vulnerability rate is more than two times larger than the poverty rate in the lowlands, while the ratio is only 1.6 for the whole country. The analysis also reveals important distinctions in the sources of vulnerability. In the drought-prone lowlands: (i) vulnerability due to aggregate shocks such as droughts is lower than vulnerability due to idiosyncratic shocks in absolute terms, but its relative importance is higher compared with other ecological zones; and (ii) poverty-induced vulnerability is relatively more important than risk-induced vulnerability in contrast to other regions where risk-induced vulnerability is higher than poverty-induced vulnerability. These findings attest to the unique nature of the drought-prone lowlands compared with the other agroecological zones and points in favor of policies and programs tailored specifically to the areas.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
