Book excerpt: It is now becoming recognized in the measurement community that it is as important to communicate the uncertainty related to a specific measurement as it is to report the measurement itself. Without knowing the uncertainty, it is impossible for the users of the result to know what confidence can be placed in it; it is also impossible to assess the comparability of different measurements of the same parameter. This volume collects 20 outstanding papers on the topic, mostly published from 1999-2002 in the journal "Accreditation and Quality Assurance." They provide the rationale for why it is important to evaluate and report the uncertainty of a result in a consistent manner. They also describe the concept of uncertainty, the methodology for evaluating uncertainty, and the advantages of using suitable reference materials. Finally, the benefits to both the analytical laboratory and the user of the results are considered.

Book excerpt: Statistical tools of uncertainty quantification can be used to assess the information content of measured observables with respect to present-day theoretical models, to estimate model errors and thereby improve predictive capability, to extrapolate beyond the regions reached by experiment, and to provide meaningful input to applications and planned measurements. To showcase new opportunities offered by such tools, we make a rigorous analysis of theoretical statistical uncertainties in nuclear density functional theory using Bayesian inference methods. By considering the recent mass measurements from the Canadian Penning Trap at Argonne National Laboratory, we demonstrate how the Bayesian analysis and a direct least-squares optimization, combined with high-performance computing, can be used to assess the information content of the new data with respect to a model based on the Skyrme energy density functional approach. Employing the posterior probability distribution computed with a Gaussian process emulator, we apply the Bayesian framework to propagate theoretical statistical uncertainties in predictions of nuclear masses, two-neutron dripline, and fission barriers. Overall, we find that the new mass measurements do not impose a constraint that is strong enough to lead to significant changes in the model parameters. Furthermore, the example discussed in this study sets the stage for quantifying and maximizing the impact of new measurements with respect to current modeling and guiding future experimental efforts, thus enhancing the experiment-theory cycle in the scientific method.

Book excerpt: Advances in computational capabilities have enabled the development of high-fidelity methods for large-scale modeling of nuclear reactors. However, such techniques require proper benchmarking and validation to ensure correct and consistent modeling of real problems. Thus, the BEAVRS benchmark was developed to legitimize the advancements of new 3-D full-core algorithms in the field of reactor physics. However, in order to address the issue of BEAVRS uncertainty quantification (UQ) of Uranium-235 fission reaction rate data, this thesis proposes a new method for measuring uncertainty that goes beyond merely conducting statistical analysis of multiple measurements at one given point in time. Instead, this work hinges on principles of time series analysis and develops a rigorous method for quantifying the uncertainty in using \tilt-corrected" data in an attempt to evaluate time-dependent uncertainty. Such efforts show consistent results across the four dierent methods and will ultimately assist in demonstrating that BEAVRS is a non-proprietary international benchmark for the validation of high-fidelity tools.

The most important aspect of the characterization process, establishing radionuclide content, is often achieved by nondestructive assay (NDA). For NDA systems to be approved for use in these applications, measurement uncertainty must be established. Standard propagation of errors methods provide a good starting point for considering the uncertainty analysis of NDA systems for nuclear waste. However, as compared with other applications (e.g., nuclear material accountability), using NDA systems for nuclear waste measurements presents some unique challenges. These challenges, stemming primarily from the diverse nature of the waste materials encountered, carry over into the uncertainty analysis as well. This paper reviews performance measures appropriate for the assessment of NDA uncertainty, describes characteristics of nuclear waste measurements that contribute to difficulties in assessing uncertainty, and outlines some statistics based methods for incorporating variability in waste characteristics in an uncertainty analysis.
