The ability to use diesel emission reductions for state implementation plan (SIP) and conformity purposes gives states and localities additional incentive to implement diesel retrofit projects. Diesel retrofit technologies reduce pollution from the existing diesel engine fleet by up to 90% for particulate matter (PM), up to 75% for nitrogen oxides (NOx), and up to 90% for volatile organic compounds (VOCs). Many diesel retrofit projects are being successfully implemented around the country. Clean diesel projects already initiated are expected to result in approximately 20,000 tons of particulate matter reduced over the life of the projects, with estimated public health benefits of about $5 billion. The purpose of this document is to provide guidance on quantifying and using emission reductions from on-road and nonroad diesel vehicles, engines, and equipment that have been retrofitted with emission reduction technology. This guidance document describes how to quantify and use reductions of NOx, VOCs, PM2.5, PM10, and carbon monoxide (CO) in ozone, PM2.5, PM10, nitrogen dioxide (NO2), and CO nonattainment and maintenance areas. You can use the emission reductions resulting from implementing a retrofit project in a SIP to help achieve reasonable further progress (RFP), attainment of the national ambient air quality standard (NAAQS or "standard"), or maintenance of the NAAQS; and in transportation conformity and general conformity determinations. This guidance document is updated to reflect the new quantification procedures to use EPA's latest on-road emissions model, the MOtor Vehicle Emissions Simulator (MOVES) model. For nonroad emissions, the nonroad portion of the National MOBILE Inventory Model (NMIM) is the preferred way to estimate benefits of retrofit programs. State and local agencies developing SIPs and conformity analyses for California should consult with EPA Region 9 for information on the current version of EMFAC approved for use in California and for information on how to quantify emission reductions from retrofit projects.

Book excerpt: Diesel and gasoline powered motor vehicle emissions were quantified through both ambient measurements and source-based emissions measurements. Ambient ultrafine particulate matter was measured and chemically speciated for a source apportionment analysis to identify the vehicular contributions at an urban city in California. The efforts of the Emissions Reduction Plan for Ports and Goods Movement in California have been realized through the comparison of ultrafine particulate matter contributions from old-technology diesel engines during different phases of the regulation implementation between years 2009 and 2010. Volatility of primary organic aerosols from gasoline powered motor vehicles was investigated using a series of thermodenuder experiments and particle evaporation modeling. The behaviors and the compositions of gas- and particle-phase motor vehicle emissions under atmospherically relevant conditions were also examined. These analyses will aid scientists and regulators in properly assessing the current state of vehicular emissions regulations, aid in particulate matter exposure studies, improve the understanding of the characteristics of vehicular emissions, and determine the effects of atmospheric parameters on the production and the partitioning of organic pollutants.

Book excerpt: Diesel freight vehicles (trucks + trains) are responsible for 20% of all U.S. nitrogen oxide (NOx) and 3% of fine particulate (PM2.5) emissions - pollutants that are harmful to human health. Freight tonnage is also projected to double over the next several decades, reaching 30 billion tons by 2050, increasing freight transport activity. Air quality impacts from increased activity, trade-offs between activity and vehicle technology improvements, as well as where to make infrastructure investments that encourage sustainable freight growth, are important considerations for transportation and air quality managers. To address these questions, we build a bottom-up roadway-by-roadway freight truck inventory (WIFE) and employ it to quantify emissions impacts of swapping biodiesel blends into the Midwest diesel freight truck fleet, and investigate emissions and air quality impacts of truck-to-rail freight modal shifts in the Midwest. We also evaluate the spatial and seasonal freight performance of WIFE modeled in a regional photochemical model (CMAQ) against satellite retrievals of nitrogen dioxide (NO2) from the Ozone Monitoring Instrument (OMI). Results show that spatial and seasonal distribution of biodiesel affects regional emissions impacts. Summer high-blend deployment yields a larger annual emissions reduction than year-round low-blend deployment, however, technological improvements in vehicle emissions controls between 2009 and 2018 dwarf the impacts of biodiesel. Truck-to-rail modal shift analysis found 40% of daily freight truck VMT could be shifted to rail freight, causing a 26% net reduction in NOx emissions, and 31% less carbon dioxide (CO2) emissions. Despite significant emissions impacts, air quality modeling results showed mostly localized near roadway air quality improvements, with small regional net changes; yet, federal regulation of CO2 emissions and/or rising costs of diesel fuel could motivate shifting freight to more fuel efficient rail. Evaluation of the photochemically modeled WIFE inventory against satellite retrievals of NO2 from OMI showed better spatial agreement between WIFE and OMI compared to another diesel inventory (LADCO), however with larger bias and error, especially in urban areas. This preliminary analysis illustrates the utility of satellite data in evaluating air quality model performance, and constraining surface emissions estimates.
