Data, which results from a postconstruction monitoring program, consist of beach, inlet, and jetty surveys, aerial photography, visual wave observations, wave buoy results, hindcast wave results, and site inspection trips. These data were collected during the period 1978-1982, approximately 5 years after jetty construction began. Beach change and wave data collected indicate that net longshore sand transport at the inlet has not been strongly to the south as previously assumed. The variability of longshore sand transport rate in time and space appears to be very important to coastal response to the jetties. Longshore transport rates are calculated from visual wave observations for 1979-1982. The direction of net transport was northward at all four wave data locations in 1979 and was toward the inlet from both sides during 1980-1982. The only wave data south of the inlet was close enough to be strongly affected by the jetties; therefore, a local reversal in net transport direction could have occurred south of the inlet during 1980-1982. Analysis of hindcast wave data for 1956-1975 indicates that the major southerly growth of the tip of Garden City in the early 1960's may have been in response to an unusually strong period of southerly sand transport. Possible modifications to the navigation project are suggested for further consideration and analysis. Improvements in the Murrells Inlet monitoring data collection program are recommended in light of the conclusions reached in this report. (Author).

Book excerpt: "The Committee identified four broad goals for improved shoreline management in South Carolina. The first three goals are focused on beachfront management. Goal 1, 'Minimize Future Risks to Beachfront Communities,' proposes solutions to limit future exposure to losses of infrastructure, properties, and economic and natural resources that rely on a healthy beach/dune system; and to reduce the need for erosion control solutions. Goal 2, 'Improve the Planning of Beach Renourishment Projects,' presents opportunities for improved coordination and decision-making with regard to renourishment projects and other 'soft' solutions to beach erosion. Goal 3, 'Limit the Use of Hard Stabilization Structures,' reinforces existing prohibitions on seawalls and revetments, and recommends improved guidance for the siting, design, and use of groins, breakwaters, and temporary structures. Goal 4, 'Enhance the Management of Sheltered Coastlines' presents parallel issues facing estuarine and sheltered coastlines of South Carolina, and policy and management recommendations for addressing those issues. For each goal, several policy and management recommendations were developed to suggest potential improvements to current practices. For each general recommendation, the Committee was asked to clearly articulate the rationale (problems being addressed), existing policies and programs that are relevant to the issue, new specific policy recommendations, new planning and management actions, general costs and benefits, uncertainties, and examples from other coastal states. The 13 recommendations described in this report call for actions by a number of state agencies and local governments, as well as potential actions by the SC General Assembly."--Executive summary.

Book excerpt: Beach and nearshore areas were sampled at Murrells Inlet, South Carolina, to evaluate the effects of jetty construction on the benthic macroinvertebrate communities in those habitats. Quantitative samples were collected seasonally during jetty construction (1977-78) and again 5 years later along transects located adjacent to and distant from the jetties. Polychaetes, amphipods, and pelecypods were the dominant organisms in both the intertidal and subtidal zones during jetty construction. Although differences were noted in the community structure between these zones, several of the dominant species were abundant in both habitats. Five years later, some of these species were not commonly observed, and oligochaetes and nematodes were abundant in the area. Many of these differences were attributed to normal seasonal and yearly variations. Changes resulting from jetty construction included increased species diversity in a wave-sheltered area, as well as changes in abundance and species composition near the jetties. Many of the observed changes were short term or limited to the area between the jetties where sediment characteristics were altered.
