Contributors focus primarily on the relation of quality of life to living conditions but also discuss the quality and availability of state-provided services such as education, health care, and housing. Of special interest is their coverage of problems in Soviet society, including working conditions in factories, living conditions in rural areas, alcohol abuse, and the status of the elderly. Together these essays show that although the Soviet government has made great strides in improving the living conditions of its citizens, Soviet living standards and services are relatively poor by Western standards and several important social problems continue to burden the Soviet people.

Book excerpt: Based on the first comprehensive study of life in the USSR since the Harvard Project some 33 years ago, Politics, Work, and Daily Life in the USSR is designed to illustrate how the Soviet social system really works and how the Soviet people cope with it. Taken as a whole, the book describes the sources of support and alienation in the Soviet urban population during the late 1970s, discussing such issues as Soviet political beliefs, ethnic relations, economic inequality, quality of life, and perceptions of social status. The essays contained analyze the variations in attitudes and behavior reflected in the findings of the Soviet Interview Project, a 5-year, 7.5 million investigation of contemporary daily life in the USSR. Among these findings, generational differences and differential education attainment are found to be the most significant underlying determinants of the opinions on, and approaches to, the different issues; the young, the educated and the well-paid, that is, the "best and the brightest" of Soviet society, prove to be the most critical and least satisfied with life in the Soviet Union. This comprehensive investigation involved interviewing thousands of recent emigrants from the USSR to the United States as a means of learning about their former day-to-day living. These individuals provided for a large volume of first-hand reports. Some aspects of this survey dealt with areas the Soviets themselves had never investigated, so the data were not, and still are not, available even in unpublished Soviet sources.

Book excerpt: The past two decades in Eastern Europe and the former Soviet Union have been times of tremendous change, with countries undergoing rapid transformation from centrally-planned to market-oriented economies. While poverty increased during the initial years of transition, primarily on account of the sharp economic contraction, the resurgence of economic growth in the region since 1998 has resulted in a rebound in household incomes and living standards. Data from the 2006 Life in Transition Survey (LiTS) a joint initiative of the European Bank for Reconstruction and Development and the World Bank provides a unique opportunity to investigate the extent to which citizens of ECA countries are satisfied with their lives and with the performances of their governments, and to study key factors influencing their outlook in a systematic way across all countries of the region. The main objective of the LiTS was to assess the impact of transition on people, covering four main themes. First, it collected personal information on aspects of material well-being, including household expenditures, possession of consumer goods such as a car or mobile phone, and access to local public services and utilities. Second, the survey included measures of satisfaction and attitudes towards economic and political reforms as well as public service delivery. Third, the LiTS captured individual 'histories' key events and episodes that may have influenced their attitudes towards reforms, and information on family background, employment, and coping strategies. Finally, the survey also attempted to capture the extent to which crime and corruption are affecting peoples' lives, and the extent to which individuals' trust in other people and in state institutions has changed over time.

Book excerpt: Heralded by Soviet propaganda as the "Path to the Future," the Baikal-Amur Mainline Railway (BAM) represented the hopes and dreams of Brezhnev and the Communist Party elite of the late Soviet era. Begun in 1974, and spanning approximately 2,000 miles after twenty-nine years of halting construction, the BAM project was intended to showcase the national unity, determination, skill, technology, and industrial might that Soviet socialism claimed to embody. More pragmatically, the Soviet leadership envisioned the BAM railway as a trade route to the Pacific, where markets for Soviet timber and petroleum would open up, and as an engine for the development of Siberia. Despite these aspirations and the massive commitment of economic resources on its behalf, BAM proved to be a boondoggle-a symbol of late communism's dysfunctionality-and a cruel joke to many ordinary Soviet citizens. In reality, BAM was woefully bereft of quality materials and construction, and victimized by poor planning and an inferior workforce. Today, the railway is fully complete, but remains a symbol of the profligate spending and inefficiency that characterized the Brezhnev years.In Brezhnev's Folly, Christopher J. Ward provides a groundbreaking social history of the BAM railway project. He examines the recruitment of hundreds of thousands of workers from the diverse republics of the USSR and other socialist countries, and his extensive archival research and interviews with numerous project workers provide an inside look at the daily life of the BAM workforce. We see firsthand the disorganization, empty promises, dire living and working conditions, environmental damage, and acts of crime, segregation, and discrimination that constituted daily life during the project's construction. Thus, perhaps, we also see the final irony of BAM: that the most lasting legacy of this misguided effort to build Soviet socialism is to shed historical light on the profound ills afflicting a society in terminal decline.
