Therefore, the legal quality of administrative decisions matter to people. Correctional court procedures are cumbersome and costly, both to the individual objector and to the tax payer. Moreover, public agencies with a reputation of doing things right the first time will generate public trust in government and reinforce the legitimacy of public decision-making. The main theme of this collection of essays is to do things right the first time. The collection draws on the combined research experience of a group of Dutch scholars in public law and public administration. Thus, the topic is examined from a variety of angles and perspectives. Some of the papers deal with basic questions such as: What could be the meaning of the concept of legal quality? How can it be applied when assessing administrative decision-making? Other essays examine conditions for enhancing legal quality, both in public law and in public organizations. Also included are some topical studies that present specific issues in the legal quality of administrative decision-making.

They examine the political basis of public sector decision-making, how individuals and organizations make decisions, and the ways decisions are made in the federal sector. The book is written by two practicing federal policy analysts who, in a decade of service as policy researchers, developed sophisticated quantitative analytic and decision-making techniques. They then spent several years trying to use them in the real world. Success and failures are described in illuminating detail, providing insight not commonly found in such critiques. The authors delineate the interaction of politics and technical issues. Their book describes policy analysis as it is, not how it ought to be. Peter W. House is the director of policy research and analysis at the National Science Foundation. He is the author of ten books on multidisciplinary science and technology policy research and analyses in government, private, and university sectors, including The Art of Public Policy Analysis and with Roger D. Shull, Regulatory Reform: Politics and the Environment and Regulations and Science: Management of Research on Demand. Roger D. Shull is a senior analyst at the Division of Policy Research and Analysis, National Science Foundation.

This has prompted concerns about the need and importance of holding algorithmic power to account, yet it is far from clear that existing legal and other oversight mechanisms are up to the task. This collection of essays, edited by two leading regulatory governance scholars, offers a critical exploration of 'algorithmic regulation', understood both as a means for co-ordinating and regulating social action and decision-making, as well as the need for institutional mechanisms through which the power of algorithms and algorithmic systems might themselves be regulated. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.
