Information is provided on national accident data banks in addition to state and local practice associated with accident data collection, analysis, and evaluation. This synthesis describes current practice with respect to the characteristics and importance of accident data quality, including the reporting and data collection procedures, the analysis and quality control measures employed, and the communications systems used. This report of the Transportation Research Board discusses accident records systems, including data sources and users, considers the effects of inadequate data on analyses, and reviews data acquisition and processing programs that have had good results in the states using them. Recommendations for improving operating systems and for additional research are included.

The once exclusive “club” of nations with autonomous sub-orbital and orbital space access capabilities is becoming crowded with fresh and ambitious new entrants. New commercial spaceports are starting operations and others are being built. In the manned spaceflight arena a commercial market is becoming a tangible reality with suborbital spaceflights and government use of commercial services for cargo and crew transportation to orbit. Besides the national ambitions in space, the international cooperation both civil and commercial is also gaining momentum. In the meantime robotic space exploration will accelerate and with it the need to internationally better regulate the usage of nuclear power sources. Space-bound systems and aviation traffic will share more and more a crowded airspace, while aviation will increasingly rely on space-based safety-critical services. Finally, most nations own nowadays space assets, mainly satellites of various kinds and purposes, which are under the constant threat of collision with other spacecraft and with the ever increasing number of space debris. Awareness is increasing internationally (as solemnly declared since decades in space treaties) that space is a mankind asset and that we all have the duty of caring for it. Without proactive and courageous international initiatives to organize space, we risk to negate access and use of space to future generations.

Mass tort claims such as the asbestos, DES, and Agent Orange litigation generated widespread public attention, and the tort system came to assume a heightened prominence in American life. While some scholars debate whether or not any such crisis still exists, there has been an increasing political, judicial and academic questioning of the goals and future of the tort system. Exploring the Domain of Tort Law reviews the evidence on the efficacy of the tort system and its alternatives. By looking at empirical evidence in five major categories of accidents--automobile, medical malpractice, product-related accidents, environmental injuries, and workplace injuries--the authors evaluate the degree to which the tort system conforms to three normative goals: deterrence, corrective justice, and distributive justice. In each case, the authors review the deterrence and compensatory properties of the tort system, and then review parallel bodies of evidence on regulatory, penal, and compensatory alternatives. Most of the academic literature on the tort system has traditionally been doctrinal or, in recent years, highly theoretical. Very little of this literature provides an in-depth consideration of how the system works, and whether or not there are any feasible alternatives. Exploring the Domain of Tort Law contributes valuable new evidence to the tort law reform debate. It will be of interest to academic lawyers and economists, policy analysts, policy professionals in government and research organizations, and all those affected by tort law reform.
