Book excerpt: The third historic meeting of Allied leaders in 1943 (Casablanca and Trident occurred earlier in the year), the Quadrant Conference (also called the Quebec Conference) was held from August 14 to 24 in Quebec City, Canada. President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff attended the conference, and Canadian prime minister Mackenzie King served as host. The opening of a second front in northern France, code-named Operation Overlord, was extensively discussed at the conference. Ultimately, the Allied leaders decided that Overlord was to be the main effort in Europe for the next year, with a target invasion date of May 1, 1944. In the Pacific, one important decision reached at Quadrant was the establishment of the Southeast Asia Command in the China-Burma-India Theater. Another major Allied focus in the Pacific was planning strategic bombing operations for the defeat of Japan using B-29 Superfortresses. Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. Book excerpt: When Frederick Morgan was appointed COSSAC (Chief of Staff to the Supreme Allied Commander), in the spring of 1943, there was no approved plan for a cross-Channel attack and no commander. There was not even agreement about when the re-entry into the Continent would occur. The western Allies were in the midst of a great debate about the strategy or strategies to defeat Nazi Germany. COSSAC's primary task was to create a plan that would be approved by the inter-allied Combined Chiefs of Staff. To gain that authorization, Morgan had to decide where the attack was to take place, address the need for improvised shelters for the transport ships until a port could be captured; create all the structure necessary for a multi-national force that would liberate countries, not occupy them; and convince his superiors that it could be done with the limited forces they were willing to provide. COSSAC presents a new interpretation of Morgan's vital contributions to the development of the OVERLORD plan by exploring his leadership, his unorthodox approach to problem-solving, and his willingness to disregard or modify orders he thought wrong. By constantly taking the initiative to move the discussions forward, Morgan secured the needed political approval of a concept for the Normandy landings that Montgomery and Eisenhower would modify into the D-Day operational plan.

During the Allied invasion of northern France on D-day, elite American infantry scaled the sheer cliffs of the Normandy coast, while smaller combat teams and partisans struck deep behind German lines, attacking enemy troop concentrations and disrupting their communications. On the other side of the globe, U.S. soldiers led guerrillas against Japanese patrols in the jungles of the Philippines and pushed through uncharted paths in the rugged mountains of northern Burma to strike at the enemy rear. Special operations such as these provided some of the most stirring adventure stories of the war, with innumerable legends growing from the exploits of Darby’s and Rudder’s Rangers, Merrill’s Marauders, the Jedburghs, the guerrillas of the Philippines, and the Kachins of northern Burma. Despite the public and historical attention paid to the exploits of American special operations forces in World War II, their significance remains a matter of dispute. Both during and after the conflict, many officers argued that such endeavors contributed little in a war won primarily by conventional combat units. They perceived little, if any, place for such units in official Army doctrine. Yet others have contended that a broader, more intelligent use of special operations would have hastened the triumph of Allied arms during World War II. In their eyes, the experience gained by the U.S. Army in the field during the war was important and foreshadowed the shape of future military operations.
