Can government policy in Japan and Western Europe limit the availability of high- wage jobs in America? Does expanding trade with Mexico and other developing countries with large numbers of inexpensive workers imply a continuing decline in wages for low-skilled American workers? These questions express a widespread concern about potential negative effects of import competition on domestic labor markets, but ignore potential gains to U.S. workers from exports abroad. Through U.S. exports, the rest of the world is an increasingly large indirect employer of U.S. workers, and through imports, foreign labor is an increasingly important potential substitute for U.S. workers. Bringing together the often diverse perspectives of international economists, labor economists, and policymakers, this volume analyzes how international trade affects the level and distribution of wages and employment in the United States, examines the need for government intervention, and evaluates policy options. Book excerpt: Since the 1970s, developing countries have experienced two notable trends: the rise of new democratic regimes and the rush to free trade. These joint trends have led some to argue that democracy and free-trade go hand in hand in the developing world, each supporting the other. Mukherjee argues that trade politics in developing countries resists such easy categorization. Instead, his book offers an innovative theoretical framework identifying the specific economic conditions and democratic institutions that influence trade policy in developing countries. He focuses particularly on the changing domestic political interactions among parties, party leaders, and labor and capital in developing nations. He draws upon large time-series datasets as well as cross-national survey data analysis to test hypotheses. Then, looking more closely at Brazil, India, Indonesia, and South Africa, he also provides comparative case-study evidence, such as within-country data on trade barriers and campaign contributions. These measures are key inputs to models at intra-urban scales of the flows of persons and goods for both urban and transport planning. The models described here are either components of comprehensive models or specialist studies. Economic activities can be defined in terms of jobs or private-sector firms and public service organisations. Different levels of aggregation are used both in terms of organisational and geographical dimensions. In the case of firms and public organizations, a distinction can be made between the organizations themselves and corresponding establishments. For urban simulation models, it is the location of establishments that is important. At the more coarse levels of aggregation that are usually used in comprehensive models, firms and organizations are aggregated into sectors.

Book excerpt: Given the increasing attention to managing, publishing, and preserving research datasets as scholarly assets, what competencies in working with research data will graduate students in STEM disciplines need to be successful in their fields? And what role can librarians play in helping students attain these competencies? In addressing these questions, this book articulates a new area of opportunity for librarians and other information professionals, developing educational programs that introduce graduate students to the knowledge and skills needed to work with research data. The term "data information literacy" has been adopted with the deliberate intent of tying two emerging roles for librarians together. By viewing information literacy and data services as complementary rather than separate activities, the contributors seek to leverage the progress made and the lessons learned in each service area. The intent of the publication is to help librarians cultivate strategies and approaches for developing data information literacy programs of their own using the work done in the multiyear, IMLS-supported Data Information Literacy (DIL) project as real-world case studies. The initial chapters introduce the concepts and ideas behind data information literacy, such as the twelve data competencies. The middle chapters describe five case studies in data information literacy conducted at different institutions (Cornell, Purdue, Minnesota, Oregon), each focused on a different disciplinary area in science and engineering. They detail the approaches taken, how the programs were implemented, and the assessment metrics used to evaluate their impact. The later chapters include the "DIL Toolkit," a distillation of the lessons learned, which is presented as a handbook for librarians interested in developing their own DIL programs.
