Book excerpt: The International Comparison Program (ICP) is a worldwide statistical initiative led by the World Bank under the auspices of the United Nations Statistical Commission. It produces comparable price and volume measures of gross domestic product (GDP) and its expenditure aggregates across economies. Through a partnership with international, regional, sub-regional and national agencies, the ICP collects price data and GDP expenditures to estimate purchasing power parities (PPPs) for the world’s economies. The report provides ICP results for the benchmark year 2017 and revised results for earlier years. ICP data are used for socio-economic analyses by researchers, academics, policy makers at the national and international levels, and by organizations such as the European Union, the International Monetary Fund, the Organization for Economic Co-operation and Development, the United Nations, and the World Bank. Notably, PPPs and ICP data are used in indicators monitoring progress towards eight goals of the United Nations’ 2030 Agenda for Sustainable Development, the World Bank’s international poverty lines, and the construction of the Human Development Index by the United Nations, among others. The use of PPPs continues to grow and the ICP website (icp.worldbank.org) lists many applications of the data by the development community, academia, media and others.

The indicators are produced by the World Bank and other organizations including Eurostat, the Food and Agriculture Organization, the International Energy Agency, the International Labour Organization, the International Monetary Fund, the International Telecommunication Union, the Organisation for Economic Co-operation and Development, the United Nations Development Program, the United Nations Educational, Scientific and Cultural Organization, the World Economic Forum, and the World Health Organization. The guide also highlights notable uses of underlying ICP data on food prices and on public sector wages, as well as the wealth of data from the ICP database itself, such as price levels, real expenditures, and expenditure shares for aggregates below GDP for each economy. In addition, the guide includes a comprehensive chapter on the uses and limitations of PPPs and analyses for which they are appropriate, as well as a technical note outlining the concepts and definitions of terms used. Book excerpt: China's gross domestic product in U.S. dollars is higher than earlier estimates would indicate, if calculated on the basis of purchasing power parity with the United States.China's gross domestic product per capita was only US$300 to $370 in 1980 - 91 in an estimate based on the World Bank Atlas approach used in the World Development Report. These estimates fail to capture the fact that in the 10 years since embarking on a program of economic reform aimed at rapid economic development, China has been one of the fastest growing economies in the world. Knowing what its true standard of living and productive potential is important not only for measuring the size of China's economy but for assessing its growth performance.Ruoen and Kai provide a detailed comparison of the GDP of China and the United States using the purchasing power parity approach formulated by the U.N. International Comparison Program (ICP), with 1986 as a base. Using this approach, which establishes a conversion factor based on prices for comparable items rather than on exchange rates, they find that:deg; China's per capita GDP in 1986 international dollars is between $770 and $1,044, depending on assumptions made about comparison-resistant service sectors and quality adjustments made in a number of selected ones in calculating purchasing power parities.deg; China's per capita GDP in 1991 international dollars is between $1,227 and $1,663, allowing for the impact of inflation in the United States on the purchasing power parity and growth rates in China computed from national currency GDP data in constant prices.This paper - a product of the Socio-Economic Data Division, International Economics Department - is part of a larger effort in the department to expand coverage for purchasing power parity-based estimates to most countries of the world.

Book excerpt: The purpose of the United Nations International Comparison Project (ICP) is to compare the purchasing power of currencies and the real gross domestic product (GDP) per capita of different countries. It is well known that the usual method of converting the GDPs of different countries to a common currency, usually U.S. dollars, at existing exchange rates is misleading because exchange rates do not necessarily reflect the purchasing power of currencies. The ICP has found that the purchasing power of a country's currency over GDP can be as much as three times its dollar exchange rate, and thus the real GDP per capita is three times the value shown in an exchange-rate conversion. The unsatisfactory nature of exchange-rate conversions has become even clearer in the past few years under the new regime of managed floating rates. Changes in exchange rates of as much as 20 percent within the space of a year have not been unusual even among major currencies.
