This book was released on 2018-06-28 with total page 371 pages. Available in PDF, EPUB and Kindle. Book excerpt: Effective and impartial public administration is the foundation of state legitimacy. This was understood 4,500 years ago when Urukagina, the ruler of a small country in Mesopotamia, proclaimed the first known reform of public service. The quality of public administration will be even more important in the 21st century. Successful states will be those that recognise public service as a key determinant of national competitive advantage. That realisation will generate a radical change in the image of the civil servant — from dull, uninspired public official to passionate advocate of the common good. This transformation will be the product of the complex challenges arising from the interweaving of globalisation with the '4th Industrial Revolution.' These and related developments are forcing governments around the world to search for public service that can respond to the unprecedented range of opportunities and threats emerging from a rapidly evolving international context. In an increasingly frenetic world ruled by 'Wicked Ostriches' and 'Black Elephants', governments require a civil service capable of achieving five outcomes: i) unlocking the creativity and collaborative spirit needed to solve complex problems; ii) overcoming the fallacy that the private sector is inherently more innovative and efficient than the public service; iii) developing societies that are perceived by their citizens as fair; iv) fostering the trust of citizens in their governments; and v) bolstering the legitimacy of the state. The author, who is Director of the United Nations Development Programme's Global Centre for Public Service Excellence in Singapore, suggests that these interconnected aims will result in a new phenomenon: the public recognition by political leaders and citizens that future prosperity, political stability, environmental sustainability and social cohesion are dependent on committed and creative civil servants passionate about promoting the long-term national interest.'I shall pass through this world but once. Any good therefore that I can do or any kindness that I can show to any human being, let me do it now. Let me not defer or neglect it, for I shall not pass this way again.'Mahatma Gandhi
Download or read book Political Competition Partisanship and Policy Making in Latin American Public Utilities written by Maria Victoria Murillo and published by Cambridge University Press. This book was released on 2009-08-24 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book studies policymaking in the Latin American electricity and telecommunication sectors. Murillo's analysis of the Latin American electricity and telecommunications sectors shows that different degrees of electoral competition and the partisan composition of the government were crucial in resolving policymakers' tension between the interests of voters and the economic incentives generated by international financial markets and private corporations in the context of capital scarcity. Electoral competition by credible challengers dissuaded politicians from adopting policies deemed necessary to attract capital inflows. When electoral competition was low, financial pressures prevailed, but the partisan orientation of reformers shaped the regulatory design of market-friendly reforms. In the post-reform period, moreover, electoral competition and policymakers' partisanship shaped regulatory redistribution between residential consumers, large users, and privatized providers.

Download or read book Rethinking Governance in Public Service Outsourcing written by Nina Boeger and published by Policy Press. This book was released on 2024-07-19 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Compelling and robust, this book provides an analysis of challenges in public service outsourcing and considers how to avoid failure in the future. Crucially, it proposes a governance mechanism where outsourcing public services nurtures less extractive and more sustainable corporate organizations that are oriented towards a productive purpose beyond maximising shareholder value, with implications well beyond public services. Under these proposals, supporting firms that are independently and inclusively governed and use profit to pursue purpose can improve both public services and wider economic organisation. The book examines how barriers to implementing this idea within the existing legal framework for public procurement may be addressed, and it formulates actionable policy proposals.
