Book Privatization of Public Services

Download or read book Privatization of Public Services written by Christoph Hermann and published by Routledge. This book was released on 2013-02-15 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public services throughout Europe have undergone dramatic restructuring processes in recent years in connection with liberalization and privatization. While evaluations of the successes of public services have focused on prices and efficiency, much less attention has been paid to the impacts of liberalization and privatization on employment, labor relations, and working conditions. This book addresses this gap by illustrating the ways in which liberalization has contributed to increasing private and foreign ownership of public services, the decentralization of labor relations has amplified pressure on wages, and decreasing employment numbers and increasing workloads have improved productivity partly at the cost of service quality. Examining diverse public-service sectors including network industries, public transportation, and hospitals, and using international case studies, Privatization of Public Services covers a wide range of aspects of service provision, with particular emphasis on companies and workers. The result is a unique picture of the changes created by the liberalization processes in Europe.

Book The Marketization of Employment Services

Download or read book The Marketization of Employment Services written by Ian Greer and published by Oxford University Press. This book was released on 2017-06-23 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: Across Europe, market mechanisms are spreading into areas where they did not exist before. In public administration, market governance is displacing other ways of coordinating public services. In social policy, the welfare state is retreating from its historic task of protecting citizens from the discipline of the market. In industrial relations, labor and management are negotiating with an eye to competitiveness, often against new non-union market players. What is marketization, and what are its effects? This book uses employment services in Denmark, Germany, and Great Britain as a window to explore the rise of market mechanisms. Based on more than 100 interviews with funders, managers, front-line workers, and others, the authors discuss the internal workings of these markets and the organizations that provide the services. This book gives readers new tools to analyse market competition and its effects. It provides a new conceptualization of the markets themselves, the dilemmas and tradeoffs that they generate, and the differing services and workplaces that result. It is aimed at students and researchers in the applied fields of social policy, public administration, and employment relations and has important implications for comparative political economy and welfare states.

Book Employment Relations in Outsourced Public Services

Download or read book Employment Relations in Outsourced Public Services written by Anna Mori and published by Springer. This book was released on 2019-07-27 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examining the consequences of the outsourcing of public services, this book explores the transformation of working conditions, employment relations and the role of the state under marketisation strain. It places these developments in a wider framework that incorporates the legacy of the national models of public administration and employment relations regimes in the public sector. Adopting a comparative perspective by focusing on Italy, Denmark and Britain, the author investigates and questions the influential interpretation of a spreading neo-liberal trajectory in public service working conditions and employment relations, and reveals significant diversity across countries mediated by national institutional configurations. Discussing the interplay between the austerity agenda in the aftermath of the financial crisis and the swelling of outsourcing practices in public services, this book responds to the scholarly call for an integrated approach towards institutions and actors. A valuable read for researchers examining human resource management, labour studies and public administration, this book provides a comprehensive overview of employment relations in outsourced public services.

Book Employment Relations and Public Sector Reform

Download or read book Employment Relations and Public Sector Reform written by Whyeda Gill-McLure and published by Routledge. This book was released on 2017-04-01 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public sector organisations are large employers delivering labour intensive services that are under constant public and media scrutiny. Reforming public services has been high on the political agenda across Europe and internationally for over three decades. Despite this, the impact of neo-liberal economic policies on public service employment relations remains under-researched. In particular, local government employment relations has had little attention devoted to it by scholars. The Politics of Public Sector Reform fills this significant gap. It presents an original empirical study of the changing role of the UK Local Government Employers' Organisation (LGEO) since 1991, conducted within a broader social science framework and embedded in an historical account of the sector since the 1880s. The LGEO, a key actor in the sector negotiating the pay and conditions of nearly 3m public servants, has undergone profound changes over three decades of reform that urgently require documentation and analysis. This important book makes a number of key contributions. Firstly, it fills a significant gap in the field of employment relations research. Secondly, it extends employment relations research by linking it to a broader social science framework. And thirdly, it develops an interdisciplinary approach drawing on political economy, public administration, politics and employment relations. The book argues that an interdisciplinary approach is essential to understanding the politics of public service reform. The book will be of interest to scholars and students of employment relations, institutional analysis, labour history, public administration and political economy as well as being a useful resource for HR practitioners, local authority councillors and other public policy-makers.
