Book excerpt: This report is the third in a series presenting results from surveys on safe, disciplined, and drug-free schools. The introduction notes that the data were obtained from a survey of 739 public school superintendents. Among the highlighted results are the following: (1) nearly all public school districts were found to have written policies on general discipline and alcohol, drug, and tobacco use; (2) school principals and teachers were involved in these policies in over 90 percent of school districts surveyed; (3) the average number of hours drug use education was taught in each grade during the 1990-91 school year ranged from about 14 hours in kindergarten through third grade to about 20 hours in grades 4 through 6,, 21 hours in grades 7 through 9, and 18 hours in grades 10 through 12; (4) drug use education is offered in a variety of different ways; (5) more than 80 percent of the districts teach students about causes and effects of alcohol, drug, and tobacco use, how to resist peer pressure, and school alcohol, drug, and tobacco policies and enforcement; (6) police provided assistance or educational support to a great extent in promoting safe, disciplined, and drug-free schools, according to 42 percent of public school district superintendents; and (7) suspensions occurred on average about 26 times for every 1,000 students per public school district. A national questionnaire mailed to 884 public elementary and secondary school principals yielded 830 usable returns, a 94 percent response rate. Respondents were asked about the extent of discipline problems within their schools and the nature and effectiveness of their schools' current policies and drug education programs. Data are presented by instructional level, type of school location, enrollment size, region, and percentage of students receiving free or reduced-price lunches. After a list of definitions, 17 statistical tables illustrate the problems in schools, disciplinary actions, services and procedures, limitations to maintaining order and discipline, programs and policies, drug use education, and community support. Highlights of the findings include the following facts: (1) student alcohol use was considered a serious or moderate problem by 11 percent of all public school principals; (2) over 90 percent of public schools--both elementary and secondary--offer referrals to social services outside the school system for disruptive behavior; and (3) general discipline programs and policies were considered to be highly effective in reducing disruptive behavior by 33 percent of public school principals. Studies have shown that among children, drug use begins with the abuse of legal substances (ie tobacco and alcohol) before graduating to illegal drugs, with marijuana generally the first. Along with drug abuse, violence is another danger the nation's young people must face, be it drug motivated or the result of other behavioural problems. Schools are considered prime places to head off these two threats through education about abstaining from drugs and controlling violent tendencies. In 1996, the Department of Education began overseeing the Safe and Drug-Free Schools and Communities Act, which funds both state and national drug and violence prevention programs. Unfortunately, follow-up studies have revealed mixed results to the national program. The Education Department, though, is considering steps to strengthen and improve this critical program. This book examines and evaluates the Safe and Drug-Free Schools and Communities Act and its programs, placing the measure in a background context and looking at its financial and administrative structures. Given the major problems of drug abuse and violence threatening to overwhelm children, these studies make for a timely analysis of an important issue.

Anyone wanting such a bibliography could probably compile it from the Library of Congress web site, and the deficiencies in conception and design of this "product" defy understanding. A brief preface sounds an alarm--"...no one should be surprised that youth violence lurks behind every school house door"--but sets forth no criteria for selection of citations (no indication of time frame, purpose, or audience). Entries are arranged alphabetically by title within chapters on school violence, guns and youth, gangs, campus violence, dating and violence, and periodicals and Web sites. Unforgivably primitive alphabetic sorting puts all titles beginning with The together (the same with other articles); and, in addition, those titles are indexed together! Though the title indicates the presence of "abstracts," there are none except the summaries supplied by Library of Congress for juvenile titles (of which there are many). Cross-referencing and indexing (except by title) are absent. The compiler's credentials, motivation, and orientation are not cited. Furthermore, with better design, the contents would have consumed half the number of pages, and a few typeface variations would have eased scanning. Book excerpt: Although school districts are critical to the operation of the Safe and Drug-Free Schools and Communities Act (SDFSCA) Program, relatively little is known about how they plan, implement, and evaluate their SDFSCA-funded prevention activities. The U.S. Department of Education initiated this study to provide a more complete description of the ways in which districts accomplish these tasks, and to provide a baseline for gauging progress on district implementation of new guidelines for the SDFSCA program. Information is used from 520 districts nationwide surveyed by telephone. Results show that many districts experienced problems developing measurable goals and objectives. Prevention activities typically target students directly rather than classroom or school environments. Only a small. proportion of prevention activities implemented are research-based. For many districts, funding amounts per pupil from either SDFSCA or other sources are modest. Although school districts typically collect information on problem behavior in schools and use the information in many ways, the quality of that information may limit its usefulness. Despite concerns about how student surveys are conducted, districts do realize the importance of using information on problem behavior in program planning.
