Book excerpt: The establishment of the Tennessee Valley Authority in 1933 ushered in a new age for American energy policy in which the federal government supplanted private industry as the primary provider of power for much of the nation. In 1937 the Bonneville Power Administration was established in the Northwest with the mandate of transmitting and marketing power from the Bonneville Dam on the Columbia River. Eventually BPA became responsible for all federal power facilities in the Northwest. In this book economist David L. Shapiro exposes the policy disasters caused by the public power system. He shows that the Washington Public Power Supply System (WPPS, or Whoops) default on $2.25 billion worth of municipal bondsóthe largest such default in America's historyówas due to reckless mismanagement by BPA. He also demonstrates how political maneuvering continues to jeopardize the stability of the power industry. Shapiro charges that BPA is a prime example of a federal agency that has grossly exceeded its initial charter and pursued an independent course at the expense of taxpayers and the constituents it was intended to serve. His solution is to privatize the agency and restore the responsibility of energy provision in the Northwestóand throughout the nationóto the private sector. Co-published with the Cato Institute.

Karl Boyd Brooks tells the story of the dam controversy, which became a referendum not only on public-power expansion but also on the environmental implications of the New Deal’s natural resources and economic policy. Private-power critics of the Hells Canyon High Dam posed difficult questions about the implications of damming rivers to create power and to grow crops. Activists, attorneys, and scientists pioneered legal tactics and political rhetoric that would help to define the environmental movement in the 1960s. The debate, however, was less about endangered salmon or threatened wild country and more about who would control land and water and whether state enterprise or private capital would oversee the supply of electricity. By thwarting the dam’s construction, Snake Basin irrigators retained control over water as well as economic and political power in Idaho, putting the state on a postwar path that diverged markedly from that of bordering states. In the end, the opponents of the dam were responsible for preserving high deserts and mountain rivers from radical change. With Public Power, Private Dams, Karl Brooks makes an important contribution not only to the history of the Pacific Northwest and the region’s anadromous fisheries but also to the environmental history of the United States in the period after World War II.

But these accounts, Debbie Becher finds, obscure a much more complex reality of how Americans understand property. Private Property and Public Power presents the first comprehensive study of a city's acquisitions, exploring how and why Philadelphia took properties between 1992 and 2007 for private redevelopment. Becher uses original data-collected from city offices and interviews with over a hundred residents, business owners, community leaders, government representatives, attorneys, and appraisers-to explore how eminent domain really works. Surprisingly, the city took over 4,000 private properties, and these takings rarely provoked opposition. When conflicts did arise, community residents, businesses, and politicians all appealed to a shared notion of investment to justify their arguments about policy. It is this social conception of property as an investment of value, committed over time, that government is responsible for protecting. Becher's findings stand in stark contrast to the views of libertarian and left-leaning activists and academics, but recognizing property as investment, she argues, may offer a solid foundation for more progressive urban policies.
