Book The Soviet Volunteers

Download or read book The Soviet Volunteers written by William E. Odom and published by Princeton University Press. This book was released on 2015-03-08 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: Founded in 1927, the Society of Friends of Defense and Aviation- Chemical Construction, or "Osoaviakhim," became the largest mass voluntary association in the Soviet Union before World War II. Conceived in Bolshevik rhetoric about the creativity of the toiling masses, this novel organizational scheme gradually acquired bureaucratic substance and played a significant role in making the civilian masses administratively accessible for elementary programs in military training and chemical and aviation technology. William E. Odom's study of Osoaviakhim in its first decade seeks not only to recount the history of its development, but, more importantly, to demonstrate that the Soviet experience can be analyzed using the language and concepts of Western social science. In particular, the author argues that concepts from organization theory offer promising opportunities to relate Soviet area studies to the broader concerns of comparative politics, and that middle range generalizations about politics within bureaucracies may prove very helpful in explaining "who gets what, when, and how" in the Soviet polity. Originally published in 1974. Book Public Administration in Post Communist Countries

Download or read book Public Administration in Post Communist Countries written by Saltanat Liebert and published by Routledge. This book was released on 2017-09-25 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although it has been more than 20 years since Communism crumbled in Central and Eastern Europe and the Soviet Union, many scholars and politicians still wonder what the lifting of the Iron Curtain has really meant for these former Communist countries. And, because these countries were largely closed off to the world for so long, there has yet to be an all-inclusive study on their administrative systems—until now. In Public Administration in Post-Communist Countries: Former Soviet Union, Central and Eastern Europe, and Mongolia, expert contributors supply a comprehensive overview and analysis of public administration in their respective post-Communist countries. They illustrate each country’s transformation from an authoritarian system of governance into a modern, market-based, and in some cases, democratic government. The book covers the countries that were officially part of the Soviet Union (Russia, Ukraine, Moldova, Estonia, Lithuania, Georgia, Kazakhstan, and Kyrgyzstan); those that were theoretically independent but were subject to Soviet-dominated Communist rule (Bulgaria, Hungary, Romania, and Poland); as well as a satellite republic that was under significant Soviet influence (Mongolia). Each chapter includes a brief introduction to the specific country, an overview of politics and administration, and discussions on key aspects of public management and administration—including human resource management, public budgeting, financial management, corruption, accountability, political and economic reform, civil society, and prospects for future development in the region. The book concludes by identifying common themes and trends and pinpointing similarities and differences to supply you with a broad comparative perspective.

Book The Government of the Soviet Union

Download or read book The Government of the Soviet Union written by Samuel Northrup Harper and published by . This book was released on 1938 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Soviet system, as it came to be called from the name of its governmental organs, was not only the product of revolution; it became the instrument of a continuing revolution. Its authors still insist on the essentially revolutionary character of their regime even after 20 years. At the present writing the Bolsheviks speak of a "turning-point" in the political life of the country and in the politics of the Revolution, which is taking the form of new constitutions and at the same time of the most extensive and ruthless "purge" in the history of the Revolution. Under a revolutionary regime of constant and intense struggle, political control and manipulation have been extended to all fields. Thus the Soviet system represents a type of "totalitarian" state. It will be necessary in this analysis of the Government of the Soviet union to include institutions and organizations that ordinarily play only secondary roles in the political structure of a community. The Soviet trade or labor unions and the cooperative societies have functions which would be classified as essentially governmental in Western parliamentary systems. The word "government" in the title must therefore be understood in a very broad sense. It would perhaps have been more correct to have titled this study "the functioning of Bolshevism." - Preface.
