Eichenberg has mined a massive data set of public opinion surveys to draw new and important conclusions. By analyzing hundreds of such surveys across more than sixty countries, Gender, War, and World Order offers researchers raw data, multiple hypotheses, and three major findings. Eichenberg poses three questions of the data: Are there significant differences in the opinions of men and women on issues of national security? What differences can be discerned across issues, culture, and time? And what are the theoretical and political implications of these attitudinal differences? Within this framework, Gender, War, and World Order compares gender difference on military power, balance of power, alliances, international institutions, the acceptability of war, defense spending, defense/welfare compromises, and torture. Eichenberg concludes that the centrality of military force, violence, and war is the single most important variable affecting gender difference; that the magnitude of gender difference on security issues correlates with the economic development and level of gender equality in a society; and that the country with the most consistent gender polarization across the widest range of issues is the United States.

Following a review of the recent literature on this topic, data, from Eurobarometer surveys are used to test several propositions concerning European public opinion. Trend analyses and cross-national comparisons are emphasized. The nations included in this study are Great Britain, West Germany, France, Italy, the Netherlands, and Belgium. Support for NATO was found to be substantial while priority placed upon national defense by Europeans was found to be increasing, and anti-Americanism was also found to be increasing.

The importance of West Europe to the US was recognized by American policymakers for 50 years prior to the founding of NATO. The vital US interest in NATO security thus is not closely related to the brief period of overwhelming American nuclear superiority in the 1950s, but both preceded and followed that era. Recurrent NATO crises should be viewed in this light. American isolationism was never as absolute as is remembered and is unlikely to return, since its ethnic basis has been removed by world events. American volatility is a source of concern on both sides of the Atlantic, but this can be smoothed out by skillful leadership. Current arguments opposing the US guarantees to NATO are examined and found to be inadequate and unrealistic. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Yet many of the current practices surrounding these issues were developed decades ago, and are ill-suited to the dynamics of today's global economies and immigration patterns. At the core of much policy debate is the inherent paradox whereby immigrant populations are frequently perceived as posing a potential security threat yet bolster economies by providing an inexpensive workforce. Strict attention to border controls and immigration quotas has diverted focus away from perhaps the most significant dilemma: the integration of existing immigrant groups. Often restricted in their civil and political rights and targets of xenophobia, racial profiling, and discrimination, immigrants are unable or unwilling to integrate into the population. These factors breed distrust, disenfranchisement, and hatred-factors that potentially engender radicalization and can even threaten internal security.The contributors compare policies on these issues at three relational levels: between individual EU nations and the U.S., between the EU and U.S., and among EU nations. What emerges is a timely and critical examination of the variations and contradictions in policy at each level of interaction and how different agencies and different nations often work in opposition to each other with self-defeating results. While the contributors differ on courses of action, they offer fresh perspectives, some examining significant case studies and laying the groundwork for future debate on these crucial issues.

To understand that, we need to know what the government is doing, and what the people think of it. We seek to understand a key question necessary to answer those bigger questions: How does American public opinion move over time? We posit three patterns of change over time in public opinion, depending on the type of issue. Issues on which the two parties regularly disagree provide clear partisan cues to the public. For these party-cue issues we present a slight variation on the thermostatic theory from (Soroka and Wlezien (2010); Wlezien (1995)); our “implied thermostatic model.” A smaller number of issues divide the public along lines unrelated to partisanship, and so partisan control of government provides no relevant clue. Finally, we note a small but important class of issues which capture response to cultural shifts.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
