County social services departments administer five public assistance programs. Three are mandated by federal and state law - Aid to Families with Dependent Children, food stamps, and Medicaid. Two are permissive - State - County Special Assistance for Adults and County General Assistance. Aid to Families with Dependent Children. This is a federally supported, categorical program that provides payments to needy children deprived of parental sup port or care by death, desertion, or incapacity of one of their parents. To be eligible, a needy child must be living with a parent or with certain specified relatives (such as an aunt, uncle, or grandparent) or living in a licensed foster home or a licensed child-care institution, and there are legal limitations relating to age, school attendance, and whether or not the child is needed at home. Payments are determined by comparing the family's needs with its resources, using standard for mulas. (state law now authorizes a flat grant approach, the Consolidated Standard of Need.) The parent or relative with whom the child is living is encouraged to work or secure job training under the Work Incentive Program (win). If the adult payee of an afdc payment is employed, a certain portion of earned income is excluded from family resources in determining the amount of the assistance grant, providing a financial incentive for a recipient to work since the grant is not reduced dollar for dollar because of earned income. The child-support program, described on p. 2, imposes certain limitations on afdc eligibility. When an afdc recipient does not cooperate with the county in locating the parent responsible for the child's support - for instance, a mother who remes to disclose the father's whereabouts - the parent receiving afdc may be compelled to appear in court and give information about the other parent or be declared ineligible for the public assistance payment. In such cases, the children's needs will be met through protective public assistance payments as authorized by law. This means that the afdc payment will be made to some other person who will be responsible for the child.
