The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Although there are specific reasons for its appearance in each system, there is also a significant degree of commonality in the context and purposes surrounding the rise of private higher education as an important factor in many systems. The analysis of private higher education has tended to be focused at the national level, often highlighting national peculiarities and variations. In this volume the authors move forward by proposing a unifying and coherent, but flexible, theoretical framework that may be applied in different countries and diverse systems. Hence, the overall goal of this book is to provide a framework for a better understanding of the public-private mix of higher education and a set of policy guidelines in dealing with the expansion of private higher education from a comparative perspective. This analytical framework will be applied to four case-studies (Pakistan, Portugal, South Korea and Uruguay). These cases illustrate the diversity of contexts in the development of private higher education, though they also highlight important commonalities. Based on that analysis, we present some general recommendations to build a more effective policy-framework that takes advantage of the private sector in order to fulfill better the missions of the higher education system.

The various chapters of this volume analyse the impact of markets at the system level, with significant attention being devoted to the changes in modes of regulation, the strengthening of aspects such as privatization and inter-institutional competition in higher education systems, and the closer interaction between higher education and its economic environment. Several of the contributors devote attention as well to the implications of market forces for institutional change, notably regarding issues such as mission, organizational structure and governance and the way marketization is affecting the internal distribution of power and the definition of priorities. Finally, the volume includes several chapters focusing on the different markets of higher education, such as the academic labour market, undergraduate and postgraduate education, and research markets. Both developed and developing nations are witnessing rapid expansion in the higher education sector. Nor is this progress entirely quantitative: a number of Asian universities are on a par with the finest institutions of higher education in the U.S. and Europe. Until now, however, there has been little historical analysis and virtually no comparative analysis of Asian higher education. This volume offers a detailed comparative study of the emergence of the modern university in Asia, linking the historical development of universities in the region with contemporary realities and future challenges. Book excerpt: As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.

States monopolized education, and public-funded centralized education systems were established to teach literacy, transmit national cultures and promote social cohesion, and to produce literate workers. Globalization forces, however, dramatically impacted in varying ways and degrees the national education systems across the region. As states begun to see their citizens as resources to enhance the countries’ competitiveness in the global market, it, among other things, led to the increasing demand for highly skilled and qualified human capital. The accompanying neoliberal ideology led to varying degrees of decentralization, privatization and internationalization of education, especially of higher education, in Southeast Asia. The chapters in this volume focus on a number of issues and challenges confronting the education sector in Southeast Asia, including: (i) the contrasting language in education policy in Singapore and Malaysia; (ii) the introduction of an English-medium private education sector in Malaysia; (iii) the internationalization of Thai higher education; (iv) access and quality issues in the massification of Malaysian higher education; (v) secondary school quality and higher education participation in Indonesia; (vi) equity, access and retention in primary school education in Malaysia; and (vii) reforms in the primary and secondary education in Myanmar.
