Book excerpt: In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. And, they also often blur the state-society boundary, making them theoretically intriguing. Neighborhood Associations and Local Governance in Japan draws on a unique and novel body of empirical data derived from the first national survey of neighborhood associations carried out in 2007 and provides a multifaceted empirical portrait of Japan’s neighborhood associations. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. Book excerpt: Classically, studies of the Japanese government are both tantalizing and frustrating as scholars standing outside of the system draw conclusions from significant events like crises, disasters, and moments of reform. This has led to a sense of mystery as scholars have developed sophisticated competing theories about how the system actually operates often with resigned comments that there is a black curtain (kuromaku) drawn over the system. The primary challenge is gaining access to the actual process of policymaking on a daily basis given the seemingly impenetrable nature of the bureaucracy. This study is unusual as it cracks open the curtain to see the wheels and rotating gears along with those pulling the levers. Specifically, through the Maureen and Mike Mansfield Fellowship program, the only congressionally authorized opportunity allowing American officials to be placed directly inside a foreign government, the reader is given a firsthand account of these machinations. Through their eyes, readers will be introduced to Japan’s messy policymaking process in telecommunications regulation, pharmaceutical approvals, diplomatic relations, and much more. This approach also allows the author to refine existing theories of Japan’s bureaucratic elite and assess the weak system of control exercised over them by the National Personnel Authority (NPA). This understudied agency is the last vestige of MacArthur’s legacy as the Supreme Commander of the Allied Powers in Japan following World War II. Thus, this study ambitiously hopes to lend a realistic glimpse into the only developed, non-western, industrialized democratic state in the world. More boldly, this study intends to lend a greater appreciation of the complex tug-of-war between democracy and technocracy in other national contexts.

Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.
