These two countries are considered exemplar models of the evolution of public administration. Germany stands out due to the quality of its public service and training in public administration, whereas France enjoys a celebrated reputation earned by its intendances (quartermasters) and policies of centralization. In contrast, Great Britain tends to appear less attractive of a case and with minor contributions to the field, despite the prestige achieved by its civil service (usually considered inferior to the German and French). Similarly, its administrative thought is commonly perceived as underdeveloped and unsubstantial. Naturally, these perspectives originate from a poor understanding of the evolution of British administration. Therefore they tend to be based on wrong and biased interpretations. On the contrary, Great Britain offers a fascinating case, as the hidden secrets of its public administration provide a wide and stimulating research agenda. Motivated by the entrenched misunderstanding of the British administration, I researched the topic extensively and published a book entitled La Administración Pública en Gran Bretaña (Public Administration in Great Britain) in 2012. This book draws together historical evidence about the compelling trajectory of administrative thought in Great Britain, and provides a novel perspective to understanding public administration in the country. I believe that this book fills an important gap in the literature, and does justice to the eminent British thinkers that have been ignored or forgotten, even in the English literature.

During a sojourn of more than a year in that country, I had given special attention to the subject. The general studies then made have been recently verified by special inquiries conducted in her principal Executive Departments; and it is but just to add that these later investigations were undertaken pursuant to the request conveyed to me in the following communication: Honorable Dorman B. Eaton, Chairman Civil Service Commission: Sir - The Act of March 3, 1871 (R. S., 1753), having, in terms, conferred certain authority upon the President for the regulation of the Civil Service, the proper exercise of which may make it desirable that he should posses fuller information concerning the methods of such regulation in countries where that service sustains relations most analogous to those of the Civil Service of the United States, I have been requested by the President to say to you that he hopes you may find it practicable to investigate and make a report to him concerning the action of the English Government in relation to its Civil Service, and the effects of such action since 1850. But I must add that, there not appearing to be any appropriation available for such purpose, you will not be authorized to incur any expense for which the United States is to be held responsible. In bringing the substance of the report submitted to the President before the public in this volume, I may be mistaken in the value of the facts it presents as a contribution to the literature of reform; but I cannot be in my painful sense of the many defects in the execution of the work. Book excerpt: This report draws on and consolidates the Committee's work over the past decade in order to identify enduring principles of good government. It also applies these principles to set out proposals for reforming British government. The report concludes that many aspects of Britain's governing structures and principles work well, despite opinions to the contrary that are sometimes expressed. PASC also finds, however, that there are significant features of Britain's political system that inhibit good government. In particular, PASC concludes there are too many ministers and a political culture too focused on responding to media demands. This has resulted in an excessive number of initiatives being launched and laws being introduced, which in turn reduces government's ability to decide and follow a clear and consistent direction. PASC urges government to place less emphasis on responding to short-term political pressures and instead urges a stronger focus on ensuring good basic administration in government. PASC's conclusions about government in Britain are based on five requirements that it has identified as prerequisites for good government: (1) Good people: the need to recruit and cultivate people with the right skills and abilities to undertake the work of government effectively; (2) Good process: appropriate structures, systems and procedures in place to develop and implement policies successfully; (3) Good accountability: adequate arrangements for holding both elected and appointed officials to account for their decisions and actions; (4) Good performance: effective performance assessment to identify how well government is meeting its objectives and where it could improve; (5) Good standards: high ethical standards exhibited by people in public life, underpinned by robust ethical regulation and strong ethical leadership.
