Book HC 833 Financial Sustainability of Local Authorities 2014

Download or read book HC 833 Financial Sustainability of Local Authorities 2014 written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Communities and Local Government does not have a good enough understanding of the impact of funding cuts, either on local authorities' finances or on services. It is unclear whether the Department is exercising a cross government leadership role with respect to local government. It relies on data on spending and has little information on service levels, service quality, and financial sustainability. HM Treasury should better support the Department by ensuring compliance with its requests for information at future spending reviews. While the Department has identified that local authorities will need to change the way they deliver services to remain financially sustainable, it is unclear if it is providing sufficient leadership to ensure they can implement service transformation programmes successfully. Furthermore, if funding reductions were to continue following the next spending review, we question whether the Department would be in a position to provide assurance that all local authorities could maintain the full range of their statutory services. Overall, as pressure from cuts grows, so do the risks to local authorities' finances and their provision of services. The depth and quality of the Department's insight into these issues needs to keep pace with these changes, something it has struggled to achieve so far.

Book Department for Communities and Local Government

Download or read book Department for Communities and Local Government written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by Stationery Office. This book was released on 2013-06-07 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Central government grant funding to local authorities is being cut by over a quarter in real terms (£7.6 billion) between 2011 and 2015. The Department for Communities and Local Government is also introducing fundamental changes to the local government finance system with reforms to business rates and council tax benefits, so the pressures on the sector are set to increase. The Department does not properly understand the overall impact on local services that will result from the funding reductions, nor has it modelled how funding changes may adversely affect other areas of the public sector. It must improve its ability to foresee what effects the full package of funding reductions and reforms will have on local authority areas, particularly for those authorities which face higher deprivation levels. Local authorities' statutory duties have stayed broadly the same, and in some areas, such as adult social care, the demand for services is increasing. There is a risk that the worst-affected councils will be unable to meet their statutory obligations, threatening their viability. The Department must clarify its plans to respond if councils become unviable. More information is needed to understand councils' spending and performance. The Department did not make clear how it will monitor councils' ability to cope with funding changes, or the extent to which they are able to do this by increasing efficiency rather than reducing services. Neither has it demonstrated that the information published is sufficient to provide assurance on the value for money with which councils spend their resources.

Book Financial Sustainability of Local Authorities

Download or read book Financial Sustainability of Local Authorities written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2013-01-30 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Communities and Local Government should work with other government departments to improve the evaluation of the impact of decisions on local authority finances and services. Local authorities have, so far, managed with reduced funding, but more are facing the challenge of avoiding financial difficulties while meeting their obligations. Central government planned at the 2010 spending review to reduce funding of local authorities by £7.6 billion (26 per cent) in real terms between April 2011 and March 2015. The effects on local authorities vary. In 2012-13, the overall reduction in spending power ranges from 1.1 per cent to 8.8 per cent. At the same time, demand for high-cost services, such as adult and children's social care, is increasing. The scope is diminishing for absorbing cost pressures through reducing other, lower cost, services given that spending on these services has already been reduced. Departments have assessed the impact of changes to local authority funding, but their approach needs to be more comprehensive in the future. The accountability framework for addressing widespread financial failure in local government is untested. Where there have been one-off failures requiring central government intervention, the failure regime has managed to resolve them. It is not known how the system would respond in the case of multiple financial failures in more challenging times for local authorities.

Book Fire and Rescue Services

Download or read book Fire and Rescue Services written by Peter Murphy and published by Springer. This book was released on 2017-09-10 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: This unique text fills a major gap in the emergency services literature by surveying the research on fire and rescue service management in the UK. An extensive evidence base focuses on organizational culture, leadership skills, standards, and accountability, emphasizing the services’ dual roles as first responders and guardians of public safety and prevention. The implications for international public health and safety programs are made clear as the services’ recent history illustrates the complex challenges typical of functioning within local and national political contexts. Chapters take on a broad range of management, leadership, service delivery, and staffing concerns, including: · Evolution and adaptation of fire and rescue services during periods of expansion and austerity. · Civil protection as a local and national priority. · Structural issues: assessments and improvements, collaborations with other services. · Emerging social concerns: diversity, gender equality, the aging worker population. · The concepts and consequences of heroes and heroism. · Future directions for governance, transparency, and accountability. Fire and Rescue Services complements the earlier volumes in the Leadership & Management of Emergency Services series with equal parts realism and vision. It should interest a wide audience of public policymakers, public managers, and emergency service personnel, as well as academics and researchers.

Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.

Book HC 893 Public Health England s Grant to Local Authorities

Download or read book HC 893 Public Health England s Grant to Local Authorities written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since it was created in 2013, Public Health England (PHE) has made a good start in its efforts to protect and improve public health. Good public health is vital to tackling health inequalities and reducing burdens on the NHS. The Committee were impressed by the passion shown by PHE's Chief Executive, and his determination to challenge Government to consider public health in wider policymaking. However, we are concerned that the Department of Health is not getting local authorities to their target funding allocations for public health quickly enough, with nearly one third of 152 local authorities currently receiving funding that is more than 20% above or below what would be their fair share. The Agency decided not to change the grant distribution for 2015/16. Local authorities are also presently constrained by being tied into contracts to which the Department had previously committed, such as for sexual health interventions. It is not clear whether the public health grant to local authorities will remain ring-fenced, and they need more certainty to better plan their public health programmes. If the ring-fence is removed, there is a risk that spending on public health will decline as councils come under increasing financial pressures. There are still unacceptable health inequalities across the country, for example healthy life expectancy for men ranges from 52.5 years to 70 years depending on where they live. These inequalities make PHE's support at a local level particularly important but the Committee are concerned that PHE does not have strong enough ways of influencing local authorities to ensure progress against all of its top public health priorities. Finally, given how important it is to tackle the many wider causes of poor public health, PHE needs to influence departments more effectively and translate its own passion into action across Whitehall.

Book HC 736 Financial Sustainability Of NHS Bodies

Download or read book HC 736 Financial Sustainability Of NHS Bodies written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The financial health of NHS bodies has worsened in the last two financial years. The overall net surplus achieved by NHS bodies in 2012-13 of £2.1 billion fell to £722 million in 2013-14. The percentage of NHS trusts and foundation trusts in deficit increased from 10% in 2012-13 to 26% in 2013-14. Monitor found that 80% of foundation trusts that provide acute hospital services were reporting a deficit by the second quarter of 2014-15. NHS England, Monitor and the NHS Trust Development Authority recognise that radical change is needed to the way services are provided and that extra resources are required if the NHS is to become financially sustainable. The necessary changes will require further upfront investment. Present incentives to reduce A&E attendance and increase community based care services have not had the impact expected. New incentives and strong relationships are needed to promote the more effective collaboration necessary for delivering new models of care.

Download or read book HC 809 Children in Care written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Education should set out how it will lead and work with others to improve the outcomes for children by improving the quality of care according to the Committee's report. The Department for Education holds policy responsibility for children in care, and has national oversight of the local authorities who provide the services for these children. Although the Department is clearly best placed to provide the leadership required in many cases, it shows an alarming reluctance to play an active role in securing better services and outcomes for children in care. It chooses to limit its role to passing legislation, publishing guidance and intervening after Ofsted has failed a local authority service. It does far too little to disseminate actively what works and to support authorities to improve before they are failed by Ofsted. It sits on a wealth of information and knowledge which it fails to use in an active way to support better outcomes for this most vulnerable group of children. While 62% of children in care have suffered abuse and neglect, too many still do not get the right placement first time, too many are moved too often, and too few are placed close to their homes.
