Book excerpt: This book explains why Canadians must rid themselves of interprovincial trade barriers. Canada's provinces do almost as much trade with each other as they do with the rest of the world. But trade between the provinces is harder than with foreign countries. We trouble our own house with an amazing variety of barriers: professionals and tradespeople cannot move freely and practice where they wish, regulation makes it hard for investments to flow to where they are most needed, provincial governments give contracts to local firms even though out-of-province firms can do the job at a lower cost, Ottawa pays the most generous UI to regions with the highest unemployment and thereby encourages people to stay in parts of the country with little promise. The effects of such barriers on the economy are difficult to measure, which may be the reason that little has been done about them. But Canadians cannot afford to ignore their costs. The European Community is very close to the goal of ensuring free trade among its members. Unless we unlock our potential we may fall behind other countries and communities that have recognized the importance of internal as well as external free trade.

Book excerpt: Alwyn Young (2000) provided evidence for distortions begetting distortions in a partially reformed economy by examining barriers to inter-provincial trade in China. His findings of increasing barriers to inter-provincial trade are based on five arguments. This paper critically examines each of the five arguments and their evidence in turn, and concludes that in all five instances neither argument nor evidence are compelling. Furthermore, if inter-provincial trade barriers cause the specific consequences advocated by Alwyn Young, then evidence for the U.S. indicates a recent history of severe inter-state trade wars in the U.S.

This study investigates the conflicting viewpoints of small- and medium-size enterprises (SMEs) and banks: the SMEs contend that the supply of bank financing is largely unavailable to them, while banks maintain that lending to these enterprises remains low because of lack of demand. Surveys were conducted among enterprises to assess demand and sources of finance, and financial institutions were interviewed to analyze the reasons for constraints on the supply side. Results show that credit is rarely granted for starting a new business. Thus, the smaller the enterprise, the greater the equity finance share of the initial investment. Evidence also suggests that exploitation of highly profitable opportunities could be accelerated by these enterprises if they had greater access to external financing. The study concludes that financial liberalization has had little effect on the access of SMEs to bank credit. It explains why banks have shown little interest in developing these enterprises as a market niche and suggests techniques that banks could adopt to overcome lending risks.
