Book excerpt: The closed nature of the Soviet Union, combined with the WestÆs intellectual paradigm of Communist totalitarianism prior to the 1970s, have led to a one-dimensional view of Soviet history, both in Russia and the West. The opening of former Soviet archives allows historians to explore a broad array of critical issues at the local level. Provincial Landscapes is the first publication to begin filling this enormous gap in scholarship on the Soviet Union, pointing the way to additional work that will certainly force major reevaluations of the nationÆs history.Focusing on the years between the Revolution and StalinÆs death, the contributors to this volume address a variety of topics, including how political events and social engineering played themselves out at the local level; the construction of Bolshevik identities, including class, gender, ethnicity, and place; the Soviet cultural project; and the hybridization of Soviet cultural forms. In showing how the local is related to the larger society, the essays decenter standard narratives of Soviet history, enrich the understanding of major events and turning points in that history, and provide a context for the highly visible socio-political and cultural role individual Russian provinces began to play after the breakup of the Soviet Union.

Book excerpt: What are the roles and responsibilities of different levels of government over forests and land use in Vietnam? Over the last two decades how have government priorities shifted? How has decentralisation been realised through changing land laws and forest protection and development programs? Which powers and responsibilities are centralized, and which are decentralized? What role do local people play? This report reviews the statutory distribution of powers and responsibilities across levels and sectors. It outlines the legal mandates held by national and lower level governments with regard to land and forest allocation, afforestation programs, rubber plantations, Payments for Forest Environmental Services (PFES), land use planning, and more. The review considers legal and policy changes in land use and forestry in Vietnam following the ‘doi moi’ reform in 1986 up to 2014. After a short introduction, the second section describes the decentralization process, including mechanisms for participation. The third section outlines sources of revenue available to different government levels from forest fees and payments for environmental services. The fourth section details the specific distribution of powers and arenas of responsibility related to multiple land use sectors across and within levels, and the fifth and final section concludes on the policy changes and processes in relation to observed forest cover change. The study was commissioned under CIFOR’s Global Comparative Study on REDD+, as part of a research project on multilevel governance and carbon management at the landscape scale. It is intended as a reference for researchers and policy makers working on land use issues in Vietnam.

Humans depend on their natural environment: it shapes their behavior while it is often felt that deities responsible for both natural benefits and natural calamities (such as droughts, famines, floods and landslides) need to be appeased. We presume that, in many societies, lakes, rivers, rocks, mountains, caves and groves were considered sacred. Individual sites and entire landscapes are often associated with divine actions, mythical heroes and etiological myths. Throughout human history, people have also felt the need to monumentalize their sacred landscape. But this is where the similarities end as different societies had very different understandings, believes and practices. The aim of this new thematic appraisal is to scrutinize carefully our evidence and rethink our methodologies in a multi-disciplinary approach. More than 30 papers investigate diverse sacred landscapes from the Iberian peninsula and Britain in the west to China in the east. They discuss how to interpret the intricate web of ciphers and symbols in the landscape and how people might have experienced it. We see the role of performance, ritual, orality, textuality and memory in people’s sacred landscapes. A diachronic view allows us to study how landscapes were ‘rewritten’, adapted and redefined in the course of time to suit new cultural, political and religious understandings, not to mention the impact of urbanism on people’s understandings. A key question is how was the landscape manipulated, transformed and monumentalized – especially the colossal investments in monumental architecture we see in certain socio-historic contexts or the creation of an alternative humanmade, seemingly ‘non-natural’ landscape, with perfectly astronomically aligned buildings that define a cosmological order? Sacred Landscapes therefore aims to analyze the complex links between landscape, ‘religiosity’ and society, developing a dialectic framework that explores sacred landscapes across the ancient world in a dynamic, holistic, contextual and historical perspective.

Book excerpt: The Old Faith and the Russian Land is a historical ethnography that charts the ebbs and flows of ethical practice in a small Russian town over three centuries. The town of Sepych was settled in the late seventeenth century by religious dissenters who fled to the forests of the Urals to escape a world they believed to be in the clutches of the Antichrist. Factions of Old Believers, as these dissenters later came to be known, have maintained a presence in the town ever since. The townspeople of Sepych have also been serfs, free peasants, collective farmers, and, now, shareholders in a post-Soviet cooperative. Douglas Rogers traces connections between the town and some of the major transformations of Russian history, showing how townspeople have responded to a long series of attempts to change them and their communities: tsarist-era efforts to regulate family life and stamp out Old Belief on the Stroganov estates, Soviet collectivization drives and antireligious campaigns, and the marketization, religious revival, and ongoing political transformations of post-Soviet times. Drawing on long-term ethnographic fieldwork and extensive archival and manuscript sources, Rogers argues that religious, political, and economic practice are overlapping arenas in which the people of Sepych have striven to be ethical-in relation to labor and money, food and drink, prayers and rituals, religious books and manuscripts, and the surrounding material landscape. He tracks the ways in which ethical sensibilities-about work and prayer, hierarchy and inequality, gender and generation-have shifted and recombined over time. Rogers concludes that certain expectations about how to be an ethical person have continued to orient townspeople in Sepych over the course of nearly three centuries for specific, identifiable, and often unexpected reasons. Throughout, he demonstrates what a historical and ethnographic study of ethics might look like and uses this approach to ask new questions of Russian, Soviet, and post-Soviet history.

Book excerpt: All revolutionary regimes seek to legitimize themselves through foundation narratives that, told and retold, become constituent parts of the social fabric, erasing or pushing aside alternative histories. Frederick C. Corney draws on a wide range of sources—archives, published works, films—to explore the potent foundation narrative of Russia's Great October Socialist Revolution. He shows that even as it fought a bloody civil war with the forces that sought to displace it, the Bolshevik regime set about creating a new historical genealogy of which the October Revolution was the only possible culmination. This new narrative was forged through a complex process that included the sacralization of October through ritualized celebrations, its institutionalization in museums and professional institutes devoted to its study, and ambitious campaigns to persuade the masses that their lives were an inextricable part of this historical process. By the late 1920s, the Bolshevik regime had transformed its representation of what had occurred in 1917 into a new orthodoxy, the October Revolution. Corney investigates efforts to convey the dramatic essence of 1917 as a Bolshevik story through the increasingly elaborate anniversary celebrations of 1918, 1919, and 1920. He also describes how official commissions during the 1920s sought to institutionalize this new foundation narrative as history and memory. In the book's final chapter, the author assesses the state of the October narrative at its tenth anniversary, paying particular attention to the versions presented in the celebratory films by Eisenstein and Pudovkin. A brief epilogue assesses October's fate in the years since the collapse of the Soviet Union.
