Book excerpt: In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides.The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.

Book excerpt: In the early 20th century, Argentina possessed one of the world's most prosperous economies, yet since then Argentina has suffered a series of boom-and-bust cycles that have seen it fall well below its regional neighbours such as Chile. At the same time, despite the lack of significant ethnic or linguistic divisions, Argentina has failed to create an over-arching post-independence national identity and its political and social history has been marked by frictions, violence and a 50-year series of military coups d'état. Such difficulty in defining and resolving a common past has increased the complexity of resolving a national project for the present and future. This lack of a national sense of identity, highlighted by continuing frictions between Buenos Aires and the 'interior' over the centralization of power in the capital, is perhaps one factor explaining the enduring attraction of Peronism since its origins in the early 1940s: Juan Peron's maxim, “if I define, I exclude”, provided for a broad form of identification covering a range of different regional, socioeconomic and political experiences. However, it also provided the basis of an amorphous and ideologically vacuous political platform that has eluded precise definition for 50 years, thus distorting the country's entire political spectrum. Jill Hedges here analyses the modern history of Argentina from the adoption of the 1853 constitution until the present day, highlighting the political factionalism, the weakness of and lack of trust in political institutions and economic dependence on foreign capital which have contributed to its political instability and economic fluctuation. Exploring political, economic and social aspects of Argentina's recent past, this book will be invaluable to anyone interested in South American history and politics.

Book excerpt: “Dirtier than the dogs of Constantinople.” “Waves of human scum thrown upon our beaches by other countries.” Such was the vitriolic abuse directed against immigrant groups in Chile and Argentina early in the twentieth century. Yet only twenty-five years earlier, immigrants had encountered a warm welcome. This dramatic change in attitudes during the quarter century preceding World War I is the subject of Carl Solberg’s study. He examines in detail the responses of native-born writers and politicians to immigration, pointing out both the similarities and the significant differences between the situations in Argentina and Chile. As attitudes toward immigration became increasingly nationalistic, the European was no longer pictured as a thrifty, industrious farmer or as an intellectual of superior taste and learning. Instead, the newcomer commonly was regarded as a subversive element, out to destroy traditional creole social and cultural values. Cultural phenomena as diverse as the emergence of the tango and the supposed corruption of the Spanish language were attributed to the demoralizing effects of immigration. Drawing his material primarily from writers of the pre–World War I period, Solberg documents the rise of certain forms of nationalism in Argentina and Chile by examining the contemporary press, journals, literature, and drama. The conclusions that emerge from this study also have obvious application to the situation in other countries struggling with the problems of assimilating minority groups.
