Book excerpt: The goal of this subcommittee has been to make sure that the Department of Homeland Security is adequately securing America's many, many miles of border. However, when we talk about border security, sometimes we don't think about our liquid borders that our Nation has. Our coasts obviously need to be secured just like the borders and the deserts of Arizona or across the Northern tier of our Nation as well. Of course, in Michigan we talk about the long, liquid border with Canada, who is our largest trading partner, but, as Mr. Cuellar points out often here, we also have a liquid border in Texas, in the Rio Grande. All of that needs to be secured.

Book excerpt: "The South China Sea is one of the world's most important, strategic, and contested maritime regions. Disputes over the sovereignty of hundreds of rocks, reefs, and claimed territorial seas and Exclusive Economic Zones have led to significant incidents and crises, and tensions in the region are unlikely to ease in the near future. Several nations have island building projects and use their law enforcement and military forces to protect claims. However, the People's Republic of China has used its dubious "Nine-Dash Line" to claim effectively the entire South China Sea and has developed its "reclaimed" islands with ports, airfields, and reportedly military sensors and weapons. This thesis examines the problem of how China might exploit gaps in international rules, norms, and behavior in its use of the China Coast Guard and maritime militia to enforce excessive sovereign claims. The methodology includes a review of the evolution, growth, and activities of Chinese maritime forces, an examination of the U.S. Freedom of Navigation (FON) program, and a discussion of the history and evolution of the U.S. Coast Guard (USCG) as an armed force and law enforcement agency. Applying major international military exercises and theater security cooperation as models, the thesis argues the United States may advance strategic interests by employing the USCG in support of the Department of Defense and U.S. Pacific Command strategies. The thesis recommends leveraging the USCG's military capabilities, law enforcement authorities, and unique reputation by deploying a Legend-Class National Security Cutter to conduct theater security cooperation to bolster interoperability and capabilities of regional partners, and FON operations against excessive maritime claims."--page v.

Protecting the maritime infrastructure essential for this trade from terrorism is a major concern for the international community. This book originates from the NATO Advanced Research Workshop (ARW) Counter-Terrorism Lessons from Maritime Piracy and Narcotics Interdiction, held in Copenhagen, Denmark, in May 2019. Participants in the three-day workshop included policymakers, senior military officers, and academics from NATO member states, international organizations, and two partner nations: Colombia and Israel. Their extensive discussions focused on methods for protecting critical maritime infrastructure, such as ports, supplies, and personnel, from seaborne terrorist attacks. Presentations and roundtables also addressed the human and social factors that contribute to the defense against terrorism in the maritime domain. The book is divided into three sections: organized crime and narcotrafficking; maritime piracy; and terrorism, and aims to bridge the gaps between these three substantive areas of maritime security research. These have remained largely separate areas of research in the past, with the result that valuable maritime security lessons from counter-piracy and counter-narcotics operations have not been fully incorporated into counter-terrorism best practice. The book facilitates the transmission of lessons learned from counter-piracy and counter-narcotic operations to formulate recommendations for best practice and technological innovations to manage maritime terrorism, and will be of interest to all those working in the field.
