Book excerpt: One of the missions of the Center for Technology and National Security Policy at National Defense University is to study the transformation of America's military and to explore the consequences of the information revolution. To further this mission, National Defense University, in collaboration with The Center for Public Policy and Private Enterprise of the University of Maryland's School of Public Affairs, brought together leaders in the fields of military and commercial technology. The purpose of the meeting was to gain insight into the risks and vulnerabilities inherent in the use of information technology on the battlefield and in military systems. Information operations (IO), in which time zones are as important as national boundaries, is the use of modern technology to deliver critical information and influential content in an effort to shape perceptions, manage opinions, and control behavior. Contemporary IO differs from traditional psychological operations practiced by nation-states, because the availability of low-cost high technology permits nongovernmental organizations and rogue elements, such as terrorist groups, to deliver influential content of their own as well as facilitates damaging cyber-attacks ("hactivism") on computer networks and infrastructure. As current vice president Dick Cheney once said, such technology has turned third-class powers into first-class threats. While this is also true for others (e.g. Allies, rivals, and public/private networks), this Task Force strongly believes the DoD needs to take the lead and build an effective response to measurably increase confidence in the IT systems we depend on (public and private) and at the same time decrease a would-be attacker's confidence in the effectiveness of their capabilities to compromise DoD systems. We have recommended an approach to do so, and we need to start now!
