In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

Book excerpt: Non-interference is one of the Five Principles of Peaceful Coexistence that is core to China's foreign policy and to its self-image. But in a pragmatic and incremental adaptation to its globalizing economic and security interests, Chinese foreign policy is slowly shifting away from a strict interpretation of this principle. However, the debate on China's overseas interests and noninterference is far from over. There is still a degree of uncertainty regarding whether China will continue on the path of pragmatic adaptation within the non-interference framework, and the degree of change in concrete policy outcomes that such an evolution would entail. The authors show that the possibility of a dramatic policy change cannot be ruled out, as dramatic and unforeseen events could precipitate change. China's foreign policy could also strictly remain within the boundaries of non-interference. Its ultimate strategic choice will certainly have far-reaching effects on global governance and international security.

Book excerpt: China's ascent as the world's second-largest economy has brought the country tremendous prosperity, but integration into the global economy has also exposed growing numbers of its citizens and their assets to potential harm. This report examines China's pursuit of security for its overseas interests. It surveys Chinese writings and Western reporting to describe the country's likely approach to protecting its economic and strategic interests abroad. The report concludes that China is likely to pursue a distinctive approach that features a far more limited military role than has been the case for the United States or imperial powers of previous centuries. Instead, China will likely rely on a blend of military, paramilitary, civilian contractors, and host-nation forces to carry out a more limited range of nonwar missions and tasks to safeguard international interests. This approach carries both opportunities and concerns for U.S. interests abroad. The PLA could prove a helpful partner to the United States in a variety of nonwar missions, such as humanitarian aid/disaster relief and counterpiracy operations. However, Chinese use of paramilitary forces and provision of arms to host-nation-provided forces could complicate the interests of the United States and its allies in some regions.

However, as more of its companies have been investing in projects overseas, and millions of its nationals are travelling abroad, Beijing is finding itself progressively involved in other countries � through the need to protect these interests and citizens. During the turmoil of the Arab Spring in 2011, China was compelled to evacuate more than 35,000 Chinese workers and expatriates from Libya, and later it led the hunt for the killers of 13 Chinese sailors in the Golden Triangle region of the Mekong River. In 2015, Beijing sent a combat battalion to join the UN peacekeeping mission in South Sudan, where it has huge oil ventures. Its plans to construct a New Silk Road will mean new commercial endeavours to protect in Pakistan. The shift in Chinese foreign policy towards a more interventionist approach in protecting nationals abroad has not been the result of grand strategy, but an adjustment to unfolding events. The large risk appetite of state-owned Chinese business is inexorably drawing the Chinese state into security hotspots, and as China becomes a great power its people are openly calling on their government to protect compatriots caught in crises overseas, including via military means. While much attention has focused on Beijing�s increasingly assertive behaviour in disputed Asian seas, this book highlights another equally important area of change, with potentially far-reaching consequences for international security.
