This new policy applies to the National Park Service and, among other things, requires that all Land Acquisition Plans be updated and revised to (1) change the name to Land Protection Plan, (2) more specifically identify the lands which need to be in Federal ownership, to achieve management purposes and public objectives, (3) use, to the maximum extent possible, cost effective alternatives to direct Federal purchase and, When acquisition is necessary, acquire only the minimum interest needed to meet management objectives, (4) cooperate with landowners, other Federal agencies, State and local governments and the private sector to manage land for public uses or protect it for resource conservation, and (5) assure that the plans for land acquisition and resource use or protection consider the attendant socio-cultural impacts and that the most outstanding areas are adequately managed. In response to the new Departmental policy, the National Park Service has withdrawn its 1979 Land Acquisition Policy and on May 11, 1983, published in the Federal Register (vol. 48, No. 92) Final Interpretive Rules for preparation of the new Land Protection Plans for each area of the National Park System having non-federal land within its boundaries. Book excerpt: Excerpt from Land Protection Plan: Zion National Park In April of 1979, the National Park Service published in the Federal Register, a Land Acquisition Policy which set forth in general terms the guidelines for acquisition of non-federal lands and interests in land in approximately 120 units of the National Park System. This 1979 policy also required that in each area of the system having an active land acquisition program, a Land Acquisition Plan would be developed which would contain specific plans and policies for that individual area. The Land Acquisition Plan for Zion National Park was developed by park staff and approved by the Regional Director, Rocky Mountain Region on June 18, 1980. It is an attempt to convey in a succinct form information as to measures in force for the safeguarding of ancient buildings and other objects of historical and artistic interest; for the maintenance of a fitting aesthetic standard in the architecture of towns; and for the preservation of the natural beauties of rural districts. The method pursued is to state in the various sections of the first part of the book the problems connected with monument administration, and then in the second part to convey some idea of the treatment of such problems in the past in the different countries of Europe, and of the solutions which at the present time are being essayed. For well-nigh a century past some of these countries have been taking stock of their national assets in this department, and devising the best measures they could think of for their protection; while within the last few years in Germany, France, Austria, Belgium, Holland, Italy, Spain, Portugal, and other lands, there has been a renewed activity in all the agencies of preservation, of which we in this country would do well to take account. In the year 1902 alone, no fewer than four Monument Acts were passed in European legislatures, and at this moment in Austria, Bavaria, Prussia, Spain, and some other countries, laws on the subject are under consideration. In Germany, which is now taking the lead, there has been held for the last five years an annual congress exclusively devoted to monument questions, and to these meetings the various German states have sent official representatives.
