Book excerpt: The consequences of human activities through territorial occupation, resource extraction, and waste deposition, all characteristics of the Anthropocene, have severely impacted biodiversity. In some countries, passing and enforcing environmental legislation to protect the environment has proven to be a major challenge. Various types of terrestrial protected areas have been established to safeguard, manage, and utilize the biodiversity of non-human species and anthropocentrically-defined natural resources, cover approximately 14.7% of the earth's surface, according to the World Bank (n.d) and IUCN (2008). With 38% of its land dedicated to protected areas, Tanzania exceeds the global average, but not without controversy. Critics of conservation practices in Tanzania claim that they fail to consider local livelihoods, which results in marginalization and further degradation of lands and livelihoods. This paper will assess three case studies that are directly involved with the conflict between local communities and conservation development by focusing on communities of Maasai pastoralists in Northern Tanzania as they attempt to renegotiate land access to support rapidly growing populations. Case studies include Ngorongoro Conservation Area, Longido District Maasailand, and Ngerengere River Eco Camp (NGERIV). Through these case studies, this paper examines how conservationists have worked with communities to develop multipronged solutions that promote social, cultural, and economic incentives for conservation, as well as analyzes the spatial and historical limits of protected areas.

Book excerpt: The establishment of Wildlife Management Areas (WMAs) has been adopted as intervention to safeguard the wildlife and their habitats outside the core protected areas in Tanzania. Along with their conservation role, WMAs provide an opportunity for local communities to derive economic benefits from wildlife-based enterprises on their land. WMAs primarily rely on revenues generated from photographic and hunting tourism to support operational activities and create incentives for the local communities to conserve wildlife resources. The current global travel restrictions and lockdown caused by an outbreak of COVID-19 pandemic have reduced a vital funding source for WMAs. This, therefore, undermines the ability to manage the wildlife resources and reward communities for the opportunity cost of their land and other costs associated with coexisting with wildlife. This chapter examines the extent to which the decline of tourism revenues as a result of the outbreak of COVID-19 pandemic has affected WMAs as a framework for local communities to manage and benefit from wildlife. Data were collected through semi-structured interviews on five WMAs in Northern Tanzania that were purposively selected based on their ability to generate a significant amount of revenues from tourism. Findings show that the decline of tourism revenues triggers unprecedented adverse effects on the conservation of wildlife resources within WMAs. Livelihood of the local communities is also affected due to loss of employment opportunities and drop-off of tourism income obtained from the sales of local goods to the tourists and tourist hotels. We recommend the creation of local mechanisms for revenue acquisition that are more resilient to global shocks, diversifying revenue-generating options within WMAs, and putting in place the right funding model that would warrant WMAs sustainability.

It draws heavily on Tanzania's Development Vision 2025 and how the wildlife tourism industry feeds into achieving its objectives. This research looks through the theoretical lens of political ecology, the theory of access, and the powers of exclusion. It applies a qualitative content analysis by coding different types of existing literature in NVivo, and includes semi-structured interviews with key respondents. The research concludes that the government's recentralization of wildlife management is working opposite to its development ambitions as per Vision 2025, and it is doing very little to address the crisis within its ecosystems and to enhance wildlife conservation. Ultimately, it is through the government's efforts to protect Tanzania's ecological uniqueness that both conservation and development have faced increased challenges in its efforts to improve.
