Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

Shaped by persistent industrial policies to develop China’s ‘national champions’ enterprises, the core parts of China’s central industrial ministries and mono-bank system have been transformed into a ‘national team’ of giant modern business firms in industries such as oil, power generation, telecommunications, aerospace, aviation, nuclear, shipbuilding, mining, construction, automobile and banking. Through an adaptive process of learning, experimentation and restructuring, the bedrock of the authority relations and control mechanisms among the Party, government bureaucracy and firms has been consolidated rather than dismantled in the system’s transformation. Book excerpt: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesias outer islands; the development triangle where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand. These areas are examined in three chapter case studies, each of which uses the currently available spatial data to evaluate trade and investment dynamics in the area including processes that are used to make land available and combines these, where possible, with specially commissioned research on investment in key commodity crops to evaluate transparency with respect to financing. In a global and regional context where regulatory change is increasingly being driven by transnational concerns by consumers, retailers and investors information systems capable of tracking particular investments spatial targets, and thus their likelihood of various social and environmental outcomes, is increasingly desirable. This study describes current capabilities and challenges to realizing a more complete picture of investors roles in the development of available land.
