Author discuss current situation in Russian higher education and propose two policy decisions aimed on improvement of quality of higher education in Russia. The first one is changing of the managerial model for higher education institutions moving towards "university corporation". This model consist of independent managerial body, endowment foundation and university itself. Pro's of this model counts long-term financial sustainability and division of finance and economy from education itself with educators focusing on teaching not retention of the students. Key argument versus is the lack of control from the state and need for different regulation. The second one is the establishing of decentralized quality assessment system consist of accreditation bodies. In case all of the higher education institutions obtain their accreditation the reputation of the agencies will allow to differentiate quality of the education - i.e. the group of universities with different quality and approach to education will emerge. The negative effect is the need for official recognition procedure and others mechanisms to close access on the education market for the diploma mills.

In his first decree Boris Yeltsin proclaimed education a top priority of state policy. Yet the economic decline which accompanied the collapse of the Soviet Union dealt a crippling blow to reformist aspirations, and to the existing school system itself. The public lost faith in school reform and by the mid-1990s a reaction had set in. Nevertheless, large-scale changes have been effected in finance, structure, governance and curricula. At the same time, there has been a renewed and widespread appreciation for the positive aspects of the Soviet legacy in schooling. The essays presented here compare current educational reform to reforms of the past, analyze it in a broader cultural, political and social context, and study the shifts that have occurred at the different levels of schooling 'from political decision-making and changes in school administration to the rewriting textbooks and teachers' everyday problems. The authors are both Russian educators, who have played a leading role in implementation of the reform, and Western scholars, who have been studying it from its very early stages. Together, they formulate an intricate but cohesive picture, which is in keeping with the complex nature of the reform itself. The authors analyze whether the reforms lead to financial self-dependence of universities, whether they do create a more competitive environment (which promotes a better education), and how the normative per capita financing affects the higher education system. Analysis of the first reform steps shows: the results are contradictory, many applied methods do not lead to the desired effect. The main obstacles are other institutions: first of all the system of higher education institutions accreditation and licensing. For further efficiency growth of higher education political (administrative) methods are needed. Only after application of administrative methods the economic methods will work properly. During the reforms it is also necessary to account for the social situation in the country.

Recent commentators on Russia's economic reforms have almost uniformly declared them a disappointing and avoidable--failure. In this book, two American scholars take a new and more balanced look at the country's attempts to build capitalism on the ruins of Soviet central planning. They show how and why the Russian reforms achieved remarkable breakthroughs in some areas but came undone in others. Unlike Eastern European countries such as Poland or the Czech Republic, to which it is often compared, Russia is a federal, ethnically diverse, industrial giant with an economy heavily oriented toward raw materials extraction. The political obstacles it faced in designing reforms were incomparably greater. Shleifer and Treisman tell how Russia's leaders, navigating in uncharted economic terrain, managed to find a path around some of these obstacles. In successful episodes, central reformers devised a strategy to win over some key opponents, while dividing and marginalizing others. Such political tactics made possible the rapid privatization of 14,000 state enterprises in 1992-1994 and the defeat of inflation in 1995. But failure to outmaneuver the new oligarchs and regional governors after 1996 undermined reformers' attempts to collect taxes and clean up the bureaucracy that has stifled business growth.Renewing a strain of analysis that runs from Machiavelli to Hirschman, the authors reach conclusions about political strategies that have important implications for other reformers. They draw on their extensive knowledge of the country and recent experience as advisors to Russian policymakers. Written in an accessible style, the book should appeal to economists, political scientists, policymakers, businesspeople, and all those interested in Russian politics or economics.

The Soviet system, however, was grossly overcentralized, inefficient, and lacking in accountability. In the last decade, attempted rapid decentralization has not been well designed, since there has been no commensurate transfer of resources and levels of responsibility have remained unclear. Unless corrected soon, the harmful impact on educational quality and equity could be very serious. The purposes of this report are to analyze the nature of the current problems and to discuss policy options open to the Russian Government in its efforts to improve educational efficiency, preserving and even improving equitable access, without sacrificing traditions of academic excellence. This report is based on analysis of trends across the 89 Russian regions and case studies. In its conclusions, the report draws on this regional experience to suggest reform options. Among other proposals, efficiency could be increased by giving schools increased financial autonomy, using of per capita financing formulae, and beginning to rationalize the teaching force and improve its quality. A national system of student assessment might help both to raise quality and improve the equity of access to highly selective institutions. Reforms are required to improve the market responsiveness of first-level vocational education, and especially to avoid excessive and premature specialization. Education practitioners and policy makers will find this publication of interest.
