Book excerpt: The aim of this methodology is to indicate the expected change in ambient air quality in the vicinity of a highway improvement and in the total background level of urban air pollution resulting from the highway improvement. Both the jurisdiction in which it is located and groups living adjacent to the proposed improvement should be made aware of the total and relative change to be expected. This change should be related to levels of air pollution which have known effects on human, animal, and crop health, property values, and activity operating costs such as cleaning and air filtering in urban areas. If the construction of a highway network will itself lend to air pollution exceeding established air quality standards, or in conjunction with the land uses it encourages will exceed such standards, the local jurisdictions should be aware of the trade offs between highway and other types of pollution needed to stay below the standards set for the area. In addition the procedure for estimating vehicle emission levels and concentrations on the improvement right-of-way can also be used to estimate the effects of air pollution on driver behavior and highway safety.

Book excerpt: The objectives of this project were to evaluate data related to user costs on various highway facilities under different levels of service, volumes, and other conditions, and to develop a methodology for relating these variables to user costs and to air pollution and noise effects. The research was to include sensitivity analyses to identify the highway design and situation variables that have major impacts on output variables and therefore should be included in results presented to highway decision makers. The research team from Stanford Research Institute compiled and updated motor vehicle running cost data for use in calculating relative road user costs at different levels of highway service as affected by details of geometric design and traffic performance. By use of appendix A of the highway capacity manual, relationships were derived for peak-hour volume per lane as a function of AADT per lane pair. Queuing was analyzed based on the shock wave method for uninterrupted flow and the deterministic method for interrupted flow. A methodology for estimating vehicle emissions was developed based on prototypical vehicle results and projected trends in pollution control standards.

Under these laws, transportation planners must design regional highway and transit systems that contribute substantially to the attainment of federal air quality standards. This new requirement reveals important limitations to the standard methods by which transportation planners do their work. The mathematical models and statistical techniques used by transportation planners appear to be inadequate to enable them to analyze the air quality implications of alternative transportation plans. This was the situation when a group of environmental organizations brought suit in federal district court alleging that the Metropolitan Transportation Commission in the San Francisco Bay area had violated requirements of these laws in its transportation planning and highway funding activities. This volume provides an account of the legal dispute that pitted environmentalists against regional transportation planners, and which demonstrated that regional transportation planning methods are in need of substantial improvement. This monograph should be of interest to urban planners, environmentalists, public policy analysts, and those who apply mathematical modeling and statistical analysis to questions of public policy.
